Abstract
PT Telekomunikasi Indonesia Tbk (Telkom) is a State-Owned Enterprise (BUMN) which is engaged in integrated telecommunications services and networks in Indonesia. Telkom has a mission to build ABCGM (Academic, Businesss, Community, Government, and Media) which is also known as pentahelix. One of the supporting programs in the academic field is the Talent Operation program, namely Telkom DDB Internship. This program is inspired by the Binus Three Plus One program whose unique proposition is now imitated by the Merdeka Campus Program. Therefore, it is necessary to improve the Internship DDB Telkom program in orders to have different unique proposition. This improvement is also carried out to support the Digistar Campaign in the aim to create future digital talents through Internship DDB Telkom. In operating internship, there is no continuous assessment during pre-processes, process, and graduation. In addition, if an internship participant is unable to perform according to standard, they are considered to have inadequate competencies within their job position and must develop their skills. But there is no a systematic curriculum and assessment to accommodate the internship participants. Therefore, it is needed to have curriculum to improve the internship participants skill that aligned with the program’s outcomes. This curriculum can be referred from university’s curriculum implementation. In addition, a systematic assessment at Internship DDB Telkom is needed as an evidence of internship participant performance that later can be talent pool database which based on internship requirements. Thus, the outcome-based evaluation model is proposed as an effort to identify the learning outcome, propose curriculum and course needed to fulfil the outcome, also tidy up the internship participant assessment during pre-processes, process, and graduation. The proposed evaluation model will act as a systematic performance model and may be curriculum guide in Internship DDB Telkom. This evaluation model is essential to improve talent development program and form the most potential internship participant in the aim to support Digistar Campaign and gained internship participant loyalty to PT. Telkom. This model also competency based which will become consideration of internship participant to continuously improve their skills. The result of this assessment once it is implemented can be human resources development database that will be as a reference when employee recruitment process conducted.

Telkom memiliki misi untuk membangun ABCGM (Academic, Businesss, Community, Government, and Media) yang juga dikenal dengan pentahelix. Salah satu program pendukung di bidang akademik adalah program di Talent Operation yaitu Internship DDB Telkom. Program ini terinspirasi dari program Binus Three Plus One yang proposisi uniknya kini ditiru oleh Program Kampus Merdeka. Oleh karena itu, perlu adanya peningkatan program Internhsip DDB Telkom agar memiliki proposisi unik yang berbeda. Peningkatan ini juga dilakukan untuk mendukung Digistar Campaign yang memiliki tujuan menciptakan talenta digital masa depan melalui Internship DDB Telkom. Dalam operasional magang, tidak ada penilaian berkelanjutan selama pra-proses, proses, dan kelulusan. Selain itu, jika peserta magang tidak dapat melakukan sesuai standar, mereka dianggap memiliki kompetensi yang tidak memadai dalam jabatannya dan harus mengembangkan keterampilannya. Namun belum ada kurikulum dan penilaian yang sistematis untuk mengakomodasi peserta magang. Oleh karena itu, diperlukan kurikulum untuk meningkatkan keterampilan peserta magang yang selaras dengan capaian program. Kurikulum ini dapat dirujuk dari implementasi kurikulum universitas. Selain itu, penilaian yang sistematis pada Internship DDB Telkom diperlukan sebagai bukti kinerja peserta magang yang nantinya dapat menjadi database talent pool yang didasarkan pada persyaratan magang. Oleh karena itu, model Outcome Based Evaluation diusulkan sebagai upaya untuk mengidentifikasi hasil belajar, mengusulkan kurikulum dan mata kuliah yang diperlukan untuk memenuhi hasil tersebut, serta merapikan penilaian peserta magang selama pra-proses, proses, dan kelulusan. Model evaluasi yang diusulkan akan menjadi model kinerja yang sistematis dan dapat menjadi pedoman kurikulum di Internship DDB Telkom. Model evaluasi ini penting untuk meningkatkan program pengembangan talenta dan membentuk peserta magang yang paling potensial dalam rangka mendukung Digistar Campaign dan mendapatkan loyalitas peserta magang kepada PT. Telkom. Model ini juga berbasis kompetensi yang akan menjadi pertimbangan peserta magang untuk terus meningkatkan keterampilannya. Hasil penilaian kinerja ini setelah diimplementasikan dapat menjadi database pengembangan sumber daya manusia yang akan menjadi acuan pada saat proses rekrutmen pegawai dilakukan.
