Abstract

UMKM (Usaha Mikro Kecil Menengah) Pempek Kerupuk Kemplang 988 merupakan usaha yang menjual berbagai macam produk makanan khas kota Palembang berbahan dasar ikan dengan variasi penyajian berupa siap santap dan beku. Berdiri sejak tahun 2018 hingga saat ini, pemilik usaha tersebut telah melakukan banyak pengembangan terhadap bisnis yang dijalankan. Namun, selama melakukan pengembangan tersebut, didapati adanya kendala berupa terbatasnya jumlah, kemampuan, dan pengetahuan dari SDM yang ada di UMKM. Hal tersebut akhirnya berakibat pula pada timbulnya persepsi mengenai ketidakharusan bagi UMKM untuk melakukan pengembangan usaha. Oleh karenanya, perancangan sistem pengukuran kinerja menjadi perlu untuk dilakukan agar dapat dimanfaatkan oleh pihak UMKM untuk mengetahui posisi organisasinya saat ini. Posisi tersebut yang nantinya akan menjadi dasar dalam menentukan bagian usaha yang harus dikembangkan dan penyikapan yang sesuai dengan kebutuhan serta waktu yang tepat untuk melaksanakannya. Perancangan sistem pengukuran kinerja UMKM diawali dengan melakukan evaluasi terhadap strategi bisnis UMKM. Setelah itu, dilakukan pemetaan proses bisnis menggunakan kerangka kerja CIMOSA. Pemetaan ini dilakukan untuk mengidentifikasi daftar aktivitas utama yang selanjutnya digunakan dalam pemetaan job description. Daftar job description yang dihasilkan dari pemetaan tersebut menjadi dasar dalam penyusunan indikator kinerja pada aspek operasional yang akan diukur pada level yang lebih kecil. Kemudian, dilakukan perancangan sistem pengukuran kinerja dimulai dari level UMKM hingga ke level pemangku jabatan dengan menggunakan model Balanced Scorecard. Penggunaan model ini akan menghasilkan sasaran strategi dan KPI yang terbagi ke dalam empat kelompok perspektif. Selain itu, terdapat pula peta strategi yang mampu menunjukan keterkaitan antar sasaran strategi tersebut. Kemudian, dilakukan cascading pada sasaran strategi level UMKM untuk menghasilkan sasaran strategi dan KPI level divisi. Cascading dilanjutkan kembali untuk menemukan KPI pada level pemangku jabatan. KPI yang dihasilkan pada perancangan sistem level UMKM sebanyak 15 KPI, sedangkan pada level divisi dihasilkan 14 KPI untuk divisi pemasaran dan IT, 15 KPI untuk divisi operasi dan development, serta 10 KPI untuk divisi relasi dan waralaba. Pada perancangan ini, dilakukan pula pembobotan KPI untuk mengukur tingkat prioritasnya dan perancangan properties yang akan memberikan informasi pendukung KPI.

MSME (Micro Small Medium Enterpise) Pempek Kerupuk Kemplang 988 is a business that sells a variety of fish-based traditional culinary products from Palembang in both frozen and ready-to-eat variants. Since it first opened for business in 2018, the owner of the business has made numerous developments. However, it was discovered that there were obstacles throughout development, including the limited quantity, ability, and competence of the human resource in MSME. This finally led to the perception that MSME shouldn’t invest in business development. Therefore, it is necessary to create a performance measurement system that MSME can use to determine the organization’s current position. This position will eventually set the foundation for identifying the area of the business that needs to be developed and also the approach that is suitable considering the conditions and the ideal time to implement it. The design of the MSME performance measurement system begins with an assessment of the MSME business strategy. Following that, the CIMOSA framework was used to map business processes. This map was produced to create a list of key activities that are then used in the mapping of job descriptions. The list of job descriptions produced by the mapping serves as the foundation for the creation of operational performance indicators, which will be measured at a more detailed level. Then, a performance measurement system is designed starting from the MSME level to the incumbent level using the balanced scorecard model. The use of this model will produce strategic objectives and KPIs which are divided into four groups of perspectives. In addition, there is also a strategy map that is able to show the interrelationships between the strategic objectives. Furthermore, cascading is carried out on strategic targets at the MSME level to produce strategic targets and KPIs at the division level. Cascading is resumed to find KPIs at the incumbent level. The KPIs produced at the MSME level system design are 15 KPIs, while at the division level there are 14 KPIs for the marketing and IT divisions, 15 KPIs for the operation and development divisions, and 10 KPIs for the relation and franchise divisions. In this design, weighting of KPIs is also carried out to measure the level of priority and design of properties that will provide information to support KPIs.
