Abstract
Transformasi digital telah menjadi langkah strategis bagi perguruan tinggi di Indonesia untuk tetap relevan dan kompetitif di era digital. Namun, ketiadaan model pengukuran kematangan transformasi digital yang holistik dan kontekstual menjadi hambatan utama dalam mengevaluasi dan merencanakan strategi transformasi digital secara efektif. Penelitian ini bertujuan mengembangkan dan memvalidasi model kematangan transformasi digital (Digital Maturity Model/DMM) yang komprehensif dan spesifik bagi perguruan tinggi di Indonesia. Penelitian ini menggunakan pendekatan mixed methods dengan desain exploratory sequential. Tahap kualitatif melibatkan identifikasi dimensi dan kriteria melalui kajian literatur mendalam dan validasi ahli menggunakan Content Validity Index (CVI), yang menghasilkan 7 dimensi dan 21 kriteria kunci. Tahap kuantitatif menggunakan metode DEMATEL-ANP untuk menganalisis hubungan dan pembobotan antar kriteria, serta validasi empiris model melalui studi kasus di tiga perguruan tinggi. Penelitian menghasilkan model DMM yang holistik, terdiri dari tujuh dimensi inti: (1) Administrasi dan Manajemen, (2) Infrastruktur Teknologi, (3) Pengembangan Sumber Daya Manusia, (4) Kurikulum dan Pembelajaran, (5) Penelitian dan Inovasi, (6) Layanan Mahasiswa dan Pengguna Lain, dan (7) Keamanan dan Privasi. Analisis DEMATEL-ANP mengungkap bahwa Keamanan Data (SP1), Kesadaran dan Adaptabilitas SDM (HRD3), serta Keterampilan Digital (HRD1) merupakan faktor paling kritis dan berpengaruh dalam model. Model ini dilengkapi dengan rubrik penilaian self-assessment yang teruji valid dan reliabel (S-CVI/Ave = 0,930; ICC = 0,791). Implementasi model pada tiga perguruan tinggi berstatus swasta dan berbadan hukum yang menunjukkan kemampuan model dalam membedakan tingkat kematangan digital serta mengidentifikasi area prioritas perbaikan masing-masing. Temuan ini memberikan kontribusi teoritis berupa pengayaan literatur DMM yang terkontekstualisasi dan kontribusi praktis sebagai alat bantu keputusan strategis bagi pimpinan perguruan tinggi untuk merancang dan memantau roadmap transformasi digital secara lebih terstruktur dan terukur.

Digital transformation has become a strategic step for universities in Indonesia to remain relevant and competitive in the digital era. However, the absence of a holistic and contextual digital transformation maturity measurement model is a major obstacle in evaluating and planning digital transformation strategies effectively. This research aims to develop and validate a comprehensive and specific Digital Maturity Model (DMM) for universities in Indonesia. This study uses a mixed methods approach with an exploratory sequential design. The qualitative stage involves identifying dimensions and criteria through in-depth literature review and expert validation using the Content Validity Index (CVI), which produces 7 dimensions and 21 key criteria. The quantitative stage uses the DEMATEL-ANP method to analyze the relationship and weighting between criteria, as well as empirical validation of the model through case studies in three universities. The research resulted in a holistic DMM model, consisting of seven core dimensions: (1) Administration and Management, (2) Technology Infrastructure, (3) Human Resource Development, (4) Curriculum and Learning, (5) Research and Innovation, (6) Student and Other User Services, and (7) Security and Privacy. DEMATEL-ANP's analysis revealed that Data Security (SP1), HR Awareness and Adaptability (HRD3), and Digital Skills (HRD1) were the most critical and influential factors in the model. This model is equipped with a self-assessment rubric that has been tested to be valid and reliable (S-CVI/Ave = 0.930; CCI = 0.791). Implementation of the model at three private universities with legal entities, demonstrating the model's ability to differentiate levels of digital maturity and identify priority areas for improvement at each institution. These findings provide a theoretical contribution in the form of contextualized DMM literature enrichment and practical contributions as a strategic decision tool for university leaders to design and monitor digital transformation roadmaps in a more structured and measurable manner.
