Abstract
Transportation becomes the most important element in logistics cost for most firms because it takes between one-third and two-thirds of the total logistics costs. Furthermore, the implementation of Over Dimensions Overload (ODOL) regulation indicates the increase of transportation cost. This study uses a case study of PT.X, a FMCG company. Currently, the company is experiencing a difficulty in estimating the transportation cost which is used to negotiate with the 3PL. Cost model is created to solve this problem. The cost model is created by combining three approaches, such as activity-based costing, monte carlo simulation, and integer linear programming. Activity-based costing (ABC) is used to collect the data needed for developing the cost model, starting from list of activities, list of cost component, and list of cost parameter. Monte Carlo simulation is used to simulate the probabilistic cost parameter and to increase the accuracy of transportation cost. Integer linear programming is used as an optimization tool to determine the number of trucks needed after the implementation of Over Dimensions Overload (ODOL) regulation. The cost model covers 3 major scenarios to be adjusted, such as different truck type, different route type, and ODOL regulation implementation. Based on the created model, transportation cost can be seen both from the aspect of the cost range and the average cost. The transportation costs obtained from model also achieve a smaller nominal compared to the existing cost calculations, which of course can help PT.X in reducing expenses.

Transportasi menjadi elemen terpenting dalam biaya logistic bagi sebagian perusahaan karena memakan antara satu pertiga dan dua pertiga dari total biaya logistic. Ditambah lagi, penerapan peraturan Over Dimensions Overload (ODOL) mengindikasikan adanya peningkatan biaya transportasi. Penelitian ini menggunakan studi kasus pada PT.X, sebuah perusahaan FMCG. Saat ini perusahaan mengalami kesulitan dalam memperkirakan biaya transportasi yang digunakan untuk bernegosiasi dengan pihak 3PL. Permodelan biaya dibuat untuk mengatasi masalah ini. Permodelan biaya dibuat dengan menggabungkan tiga pendekatan, seperti activity-based costing (ABC), simulasi monte carlo, dan integer linear programming. ABC digunakan untuk mengumpulkan data yang diperlukan untuk mengembangkan model biaya, mulai dari daftar aktivitas, daftar komponen biaya, dan daftar parameter biaya. Simulasi monte carlo digunakan untuk mensimulasikan parameter biaya probabilistik dan untuk meningkatkan akurasi biaya transportasi. Integer linear programming digunakan sebagai alat optimasi untuk menentukan jumlah truk yang dibutuhkan setelah penerapan regulasi ODOL. Model biaya mencakup 3 skenario utama yang dapat disesuaikan, seperti jenis truk yang berbeda, jenis rute yang berbeda, dan penerapan regulasi ODOL. Dari model yang dibuat, biaya transportasi dapat dilihat baik dari aspek kisaran biaya maupun biaya rata-rata. Biaya transportasi tersebut juga meraih nominal yang lebih kecil dibandingkan perhitungan biaya eksisting, yang mana tentunya dapat membantu PT.X dalam mengurangi pengeluaran.
