Abstract

Indonesia berada pada masa pandemi COVID 19 dan ditahun 2021 banyak perusahaan yang menghentikan pembangunan selama lebih dari satu tahun. Pada tahun 2022 menjadi momentum meningkatnya konstruksi yang berhasil melewati gelombang kedua COVID-19. Pembangunan konstruksi di Indonesia diperkirakan meningkat 7,2% secara riil pada tahun 2022 begitu pula dengan pusat perbelanjaan, ruko, dan gerai ritel akan melanjutkan tren kenaikan pada 2022. Bangunan komersil merupakan gedung bangunan yang berfungsi sebagai tempat menyelenggarakan aktivitas dan keperluan bisnis yang menunjang kebutuhan banyak khalayak. Contoh dari bangunan komersil salah satunya adalah pasar. Keamanan kebakaran pada bangunan telah berkurang seiring berjalannya waktu. Untuk memastikan keamanan bangunan, usaha preventif tanggap kebakaran penting untuk dilakukan dan penyelenggaraan kelayakan bangunan gedung perlu diatur dan dibina agar lebih aman dan tertib saat difungsikan. Pasar Modern X merupakan salah satu gedung bangunan pusat perbelanjaan yang pernah mengalami kejadian kebakaran dan beberapa potensi risiko kebakaran lainnya. Sehingga, dilakukan penelitian dengan melakukan analisa kecelakaan kerja yang terjadi di Pasar Modern X menggunakan metode House of Risk dan Fire Safety Framework untuk mengidentifikasi risiko, menentukan rancangan strategi penanganan risiko, dan prioritas mitigasi kebakaran. Berdasarkan penelitian yang telah dilakukan, pada house of risk tahap 1 ditemukan sebanyak 34 risk event dengan serta terdapat 25 penyebab risiko yang terjadi pada area tempat perbelanjaan dan bengkel onderdil. Berdasarkan hasil identifikasi, terdapat beberapa aksi mitigasi yang didapat berdasarkan risk agent prioritas. Pada house of risk tahap 2 terdapat 10 tindakan pencegahan risiko yang digunakan untuk mencegah sebanyak 14 risk agent. Mitigasi risiko berdasarkan kategori hirarki kontrol terdiri dari engineering, administratif, dan APD.

Indonesia is in the midst of the COVID-19 pandemic and in 2021 many companies will stop construction for more than a year. In 2022, there will be an increasing momentum for construction that has managed to get through the second wave of COVID-19. Construction development in Indonesia is estimated to increase by 7.2% in real terms in 2022 as well as shopping centers, shop houses, and retail outlets that will continue the upward trend in 2022. Commercial buildings are buildings that function as a place to organize activities and business needs that support the needs many audiences. One example of a commercial building is a market. Fire safety in buildings has diminished over time. To ensure building safety, it is important to carry out preventive fire response efforts and the implementation of building feasibility needs to be regulated and fostered so that it is safer and more orderly when it is used. Pasar Modern X is one of the shopping center buildings that has experienced fire incidents and several other potential fire risks. Thus, research was conducted by analyzing work accidents that occurred in the Modern X Market using the House of Risk and Fire Safety Framework methods to identify risks, determine the design of risk management strategies, and prioritize fire mitigation. Based on the research that has been done, in the house of risk stage 1 found 34 risk events. There are 25 risk agent that occur in the shop market and auto parts workshop area. Based on the results, there are several mitigation actions obtained based on risk agent priority. In the house of risk phase 2, there are 10 preventive actions used to reduce and prevent14 risk agents. Risk mitigation based on hierarchical categories consists of engineering, administrative, and PPE.
