Abstract
Saat tren industri kulit di Indonesia meningkat, banyak faktor yang membuat industri ini terus menurun yaitu kelangkaan bahan baku, regulasi, dan masalah pada hulu hingga hilir. Hubungan rantai pasok yang kompleks dapat menyebabkan munculnya risiko yang berdampak pada perusahaan. Salah satu perusahaan yang terdampak adalah PT X. PT X memproduksi olahan kulit jadi dan kulit setengah jadi berbahan kulit sapi impor dan sapi lokal. Hingga saat ini PT X memiliki banyak jenis dan warna kulit. Kompleksitas rantai pasok PT X memunculkan banyak risiko seperti keterlambatan bahan baku yang datang, kelangkaan bahan baku, penurunan produksi, hingga keterlambatan pengiriman. Oleh karena itu, PT X perlu melakukan manajemen rantai pasok. Identifikasi proses bisnis menggunakan metode Supply Chain Operation Reference (SCOR). Manajemen rantai pasok yang dilakukan dalam penelitian ini adalah House of Risk (HOR) yang memiliki 2 fase. HOR fase 1 dilakukan untuk mencari potensi risiko yang paling berpengaruh, HOR fase 2 dilakukan untuk menentukan proritas mitigasi risiko, dan Analytical Network Process (ANP) mempertimbangkan kriteria biaya, efektivitas dan tingkat kesulitan. Identifikasi risiko rantai pasok pada PT X didapatkan 65 kejadian risiko dan 19 penyebab risiko yang kemudian dilakukan pemeringkatan menggunakan HOR 1 dan didapatkan nilai ARP tertinggi 1.260. Prioritas mitigasi risiko dihitung menggunakan HOR 2 dan didapatkan mitigasi risiko tertinggi adalah menyusun Standar Operasional Prosedur (SOP) yang mudah dipahami oleh semua karwayan dengan nilai effectiveness to difficulty (ETD) yaitu 4.198. Pertimbangan tertinggi pada model ANP adalah efektivitas dengan bobot 0.66076. Prioritas mitigasi risiko tertinggi adalah memberikan pelatihan kepada semua karyawan (PA7) dengan bobot 0.165871

When the trend of the leather industry in Indonesia increases, there are many factors that make this industry continue to decline, namely the scarcity of raw materials, regulations, and problems from upstream to downstream. Complex supply chain relationships can lead to the emergence of risks that have an impact on the company. One of the affected companies is PT X. PT X produces processed leather and semi-finished leather made from imported and local cowhide. Until now PT X has many types and colors of skin. The complexity of PT X's supply chain raises many risks such as delays in incoming raw materials, scarcity of raw materials, decreased production, and delays in delivery. Therefore, PT X needs to carry out supply chain management. Identification of business processes using the Supply Chain Operation Reference (SCOR) method. The supply chain management carried out in this study is the House of Risk (HOR) which has 2 phases. HOR phase 1 is carried out to find the most influential potential risk, HOR phase 2 is carried out to determine risk mitigation priorities, and the Analytical Network Process (ANP) considers the criteria of cost, effectiveness and level of difficulty. Identification of supply chain risk at PT X obtained 65 risk events and 19 risk causes which were then ranked using HOR 1 and the highest ARP value was 1,260. The priority of risk mitigation is calculated using HOR 2 and the highest risk mitigation is obtained by compiling a Standard Operating Procedure (SOP) that is easily understood by all employees with an effectiveness to difficulty (ETD) value of 4,198. The highest consideration in the ANP model is effectiveness with a weight of 0.66076. The highest risk mitigation priority is to provide training to all employees (PA7) with a weight of 0.165871
