Abstract

The health and growth of Small and Micro Enterprises are one of the cornerstones of a thriving economy, not only on national scale but also on a city-wide scale. According to research done by (Halim, 2020), SME growth has a correlation coefficient of 0.690 with the overall economic growth of the city it is located in. In an effort to encourage economic growth and improve the welfare of low-income citizens, the Surabaya Government has enacted an intervention program for micro enterprises on Surabaya. Alongside the micro enterprise intervention, the Surabaya Government has also planned to pay extra attention to micro enterprises owned by low-income citizens. However, in practice it is difficult to track the growth of micro enterprises. The problem arises from the fact that several different government agencies such have their own database and intervention criterion and event though, creating a problematic database that causes difficulties in monitoring the growth of micro enterprises and can also causes overlap in intervention. Originally, the multitude of government agency that hold intervention were not a problem as several rules such as the expected intervention flow. The expected intervention flow dictates that intervention should be done sequentially according to the planned roadmap. However, due to recent changes in the government structure and difficulties in communication, the intervention flow according to roadmap are not done properly. Therefore, this study is done to identify the root causes that causes difficulties in implementing database integration on the micro enterprise intervention program and what are the possible implementation of a database integration system within the current condition. The study will also analyze the system usability of the proposed data integration system. Based on the analysis the first implementation is done by utilizing the VBA function and the Power Query feature of the Microsoft excel. While it does an most of the required activity of database integration, the usability testing score for the method is quite low. Therefore, a new proposed system that improve upon the previous proposed system is done, this time by particularly paying attention the user’s need by using design thinking framework to design the system, based on the usability test, noticeable improvement shows up as the end score is marginally better. Therefore, it is noted that the best implementation for database integration is by implementing online relational database that utilize proper user experience. However, the drawback of such method is that it needs time and investment to develop as supposed to the Excel and VBA method that requires no investment whatsoever.
