Abstract

Jawa Barat merupakan provinsi yang memiliki jumlah usaha makanan dan minuman tertinggi nomor satu di Indonesia. Banyaknya jumlah usaha makanan dan minuman tersebut dimanfaatkan oleh banyak para pelaku bisnis untuk menempatkan usaha makanan dan minuman di tempat yang sama, yang kemudian dikenal dengan istilah Food Market. X Food Market merupakan food market yang berlokasi di Bandung, Jawa Barat. Dengan banyaknya para pelaku usaha food market dan juga pelaku usaha makanan dan minuman, diperlukan untuk merencanakan strategi bisnis dan melakukan perancangan sistem pengukuran kinerja pada X Food Market. Adanya perencanaan strategi dapat membantu perusahaan untuk dapat bersaing dan memberikan yang terbaik bagi pelanggannya. Perencanaan strategi tersebut kemudian diimplementasikan dan dievaluasi oleh sebuah sistem pengukuran kinerja agar strategi terus sesuai dengan apa yang diharapkan oleh perusahaan. Formulasi strategi dilakukan dengan menganalisis kondisi internal dan eksternal perusahaan menggunakan Internal Factor Evaluation (IFE) dan External Factor Evaluation (EFE), dilanjutkan dengan perencanaan strategi menggunakan TOWS Matrix dan IE-Matrix, lalu dilanjutkan penentuan strategi dengan Quantitative Strategic Planning Matrix (QSPM) dan strategi disiplin nilai oleh Treacy & Wiersema. Setelah terbentuknya strategi, dibuat sistem pengukuran kinerja balanced scorecard dengan terlebih dahulu menyusun sasaran strategis, peta strategi, Key Performance Indicator (KPI), dan properti KPI. Seluruh pembobotan pada penelitian ini dilakukan menggunakan metode Analytical Hierarchy Process (AHP). Setelah terbentuk sebuah sistem pengukuran kinerja, dilakukan uji coba model sistem pengukuran kinerja untuk menilai apakah sistem yang dirancang sesuai dengan perusahaan dan dapat diaplikasikan, menggunakan scoring system dan Traffic Light System (TLS).

West Java is a province that has the number one highest number of food and beverage businesses in Indonesia. The large number of food and beverage businesses was used by many business people to place their food and beverage businesses in the same place, which became known as the Food Market. X Food Market is a food market located in Bandung, West Java. With so many food market business players as well as food and beverage business players, it is necessary to plan a business strategy and design a performance measurement system at X Food Market. The existence of strategic planning can help companies to compete and provide the best for their customers. The strategic planning is then implemented and evaluated by a performance measurement system so that the strategy continues to be in accordance with what is expected by the company. Strategy formulation is carried out by analyzing the company's internal and external conditions using Internal Factor Evaluation (IFE) and External Factor Evaluation (EFE), followed by strategic planning using TOWS Matrix and IE-Matrix, then continued with Quantitative Strategic Planning Matrix (QSPM) strategy and value discipline strategy by Treacy & Wiersema. After determining the strategy, a balanced scorecard performance measurement system is created by first developing strategic objectives, strategy maps, Key Performance Indicators (KPIs), and KPI Properties. All weighting in this study was carried out using the Analytical Hierarchy Process (AHP) method. After forming a performance measurement system, a system measurement model is tested to assess whether the system designed is appropriate and can be applied, using the scoring system and the Traffic Light System (TLS).
