Abstract
Keselamatan dan Kesehatan Kerja (K3) merupakan aspek krusial dalam mendukung keberlangsungan operasional pada industri telekomunikasi, khususnya pada pekerjaan aktivasi jaringan fiber optik yang memiliki tingkat risiko tinggi. Salah satu instrumen pengendalian risiko yang digunakan dalam pekerjaan tersebut adalah Job Safety Analysis (JSA). Namun, berdasarkan kondisi lapangan, dokumen JSA yang digunakan masih cenderung bersifat umum, belum menguraikan potensi bahaya secara rinci, serta belum dilengkapi dengan penilaian risiko yang terukur dan sistematis. Praktik keinsinyuran ini dilaksanakan sebagai sebuah proyek penguatan dokumen keselamatan kerja, dengan tujuan mengevaluasi dan menyusun ulang dokumen JSA pada pekerjaan aktivasi jaringan menggunakan pendekatan Hazard Identification, Risk Assessment, and Determining Control (HIRADC). Pelaksanaan proyek dilakukan melalui tahapan evaluasi dokumen JSA eksisting, pengumpulan data lapangan melalui observasi dan diskusi teknis, analisis bahaya dan penilaian risiko menggunakan matriks risiko 5x5 sesuai prinsip HIRADC, serta penyusunan dokumen JSA baru yang dilengkapi dengan langkah pengendalian berdasarkan hierarki pengendalian risiko (eliminasi, substitusi, rekayasa, administratif, dan alat pelindung diri). Hasil pelaksanaan praktik keinsinyuran menunjukkan bahwa dokumen JSA berbasis HIRADC yang dihasilkan memiliki identifikasi bahaya yang lebih komprehensif, klasifikasi tingkat risiko yang lebih terukur, serta pengendalian yang lebih spesifik dan aplikatif dibandingkan dokumen sebelumnya. Berdasarkan proses validasi lapangan, dokumen JSA hasil penguatan dinilai lebih mudah dipahami oleh pekerja dan lebih relevan dengan kondisi aktual pekerjaan, serta menunjukkan indikasi penurunan kategori risiko pada beberapa tahapan kerja kritis. Dengan demikian, praktik keinsinyuran ini menunjukkan bahwa penguatan JSA melalui pendekatan HIRADC dapat berfungsi sebagai solusi rekayasa yang mendukung penerapan Sistem Manajemen K3 sesuai PP No. 50 Tahun 2012 serta selaras dengan standar ISO 45001:2018 dan ISO 14001:2015, sekaligus memperkuat pengelolaan risiko kerja pada pekerjaan aktivasi jaringan di sektor telekomunikasi.

Occupational Health and Safety (OHS) is a crucial aspect in supporting operational sustainability in the telecommunications industry, particularly in fiber optic network activation activities, which involve a high level of risk. One of the risk control instruments applied in such activities is Job Safety Analysis (JSA). However, based on field conditions, the existing JSA documents tend to be generic, do not comprehensively describe potential hazards, and are not yet supported by a systematic and measurable risk assessment. This engineering practice was conducted as a work safety document strengthening project, aimed at evaluating and restructuring the JSA for network activation activities using the Hazard Identification, Risk Assessment, and Determining Control (HIRADC) approach. The project was implemented through several stages, including evaluation of existing JSA documents, field data collection through observation and technical discussions, hazard analysis and risk assessment using a 5x5 risk matrix in accordance with HIRADC principles, and the development of revised JSA documents equipped with control measures based on the hierarchy of risk control (elimination, substitution, engineering controls, administrative controls, and personal protective equipment). The results of this engineering practice indicate that the HIRADC-based JSA documents produced provide more comprehensive hazard identification, more measurable risk classification, and more specific and applicable control measures compared to the previous documents. Based on the field validation process, the strengthened JSA documents were considered easier for workers to understand and more relevant to actual working conditions, and they indicated a reduction in risk categories at several critical work stages. Therefore, this engineering practice demonstrates that strengthening JSA through the HIRADC approach can serve as an effective engineering solution to support the implementation of the Occupational Health and Safety Management System in accordance with Government Regulation No. 50 of 2012, as well as alignment with ISO 45001:2018 and ISO 14001:2015 standards, while enhancing risk management in fiber optic network activation activities within the telecommunications sector.
