Abstract

Proses distribusi merupakan salah satu aspek yang sangat penting dalam menjamin keberlangsungan proses pemenuhan kebutuhan energi suatu negara. Tesis ini mengangkat sebuah kasus distribusi Liquified Natural Gas (LNG) dalam mendukung penyediaan tenaga listrik yang berkelanjutan di Indonesia, khususnya klaster Bali-Nusa Tenggara. Dalam menyelesaikan permasalahan tersebut, digunakan model fleet size and mix vehicle routing problem (FSMVRP) yang dikombinasikan dengan mixed integer linear programming (MILP) dalam penentuan rute distribusi. Dengan menggunakan beberapa strategi yang dipengaruhi peran Terminal LNG Benoa dan Hub Makassar sebagai suplai LNG serta pola distribusi yang diaplikasikan pada tiap strategi (direct dan milkrun). Didapatkan bahwa skema 6 merupakan skema terpilih dengan biaya operasional sebesar $21.593.760/tahun serta armada yang terpilih ialah Pionner Knutsen sebanyak 3 unit dan AP504 sebanyak 1 unit. Skema 6 merupakan kombinasi dari Terminal LNG Benoa dan Hub Makassar serta mengakomodir pola milkrun. Selain mendapatkan pola terpilih dilakukan pengujian dalam beberapa permasalahan baru seperti peningkatan/penurunan demand, adanya klaster baru serta penambahan kapasitas penyimpan sehingga menghasilkan rute distribusi yang optimal dan sesuai dengan perubahan yang dilakukan.

The distribution process is one of the most important aspects in ensuring the continuity of the process of meeting the energy needs of a country. This thesis raises a case for the distribution of Liquified Natural Gas (LNG) in supporting the provision of sustainable electricity in Indonesia, especially the Bali-Nusa Tenggara cluster. In solving these problems, the fleet size and mix vehicle routing problem (FSMVRP) model is used in combination with mixed integer linear programming (MILP) in determining distribution routes. By using several strategies that are influenced by the role of the Benoa LNG Terminal and Makassar Hub as LNG supply and distribution patterns applied to each strategy (direct and milkrun). It was found that scheme 6 is the chosen scheme with operating costs of $21,593.760/year and the selected fleets are 3 units of Pionner Knutsen and 1 unit of AP504. Scheme 6 is a combination of the Benoa LNG Terminal and Makassar Hub and accommodates the milkrun pattern. In addition to getting the selected pattern, several new problems were tested, such as an increase/decrease in demand, the existence of a new cluster and additional storage capacity so as to produce an optimal distribution route in accordance with the changes made.
