Abstract

Daerah Irigasi Lodoyo di kabupaten Blitar dibangun pada tahun 1972. Daerah Irigasi (DI) Lodoyo merupakan salah satu jaringan irigasi utama di Kabupaten Blitar yang mengambil air dari Bendungan Wlingi. Sistem irigasi ini dirancang untuk mendukung kegiatan pertanian seluas ±12.217 ha. Namun, seiring waktu, tantangan dalam pengelolaan dan pemeliharaan sistem irigasi berdampak terhadap penurunan kinerja layanan air irigasi ke lahan pertanian. Penelitian ini bertujuan untuk mengevaluasi Indeks Kinerja Sistem Irigasi (IKSI) menggunakan parameter berdasarkan Permen PUPR No. 12/2015 dan petunjuk teknis penilaian Ditjen SDA. Berkaitan dengan hal tersebut penilaian Indeks Kinerja Sistem Irigasi pada Daerah Irigasi Lodoyo perlu dilakukan untuk menilai aspek atau komponen yang belum optimal pada daerah irigasi ini untuk segera dilakukan penanganan khusus atau ditingkatkan. Penilaian dimulai dengan melakukan inventarisasi kondisi dan fungsi prasarana fisik, sarana penunjang, organisasi dan dokumentasi untuk diketahui nilai kinerja dan rekomendasi penanganannya. Sebagian besar saluran primer dan sekunder masih dalam kondisi fungsional, meskipun terdapat endapan dan vegetasi liar di beberapa titik. Hasil indeks kinerja sistem irigasi pada daerah irigasi Lodoyo ialah 53,02% yang termasuk dalam kategori kinerja kurang baik dan perlu perhatian. Dengan nilai prasarana fisik 29,54%, sarana penunjang 7,37%, dokumentasi 3,94% dan organisasi personalia 12,18%. Berdasarkan nilai indeks kinerja ini, maka diperlukan pemeliharaan khusus dan perbaikan sarana fisik pada beberapa titik yang mengalami kerusakan, memfasilitasi sarana penunjang petugas OP agar petugas lebih cekatan dalam melaksanakan kegiatan.

The Lodoyo Irrigation Area in Blitar district was built in 1972. The Lodoyo Irrigation Area (DI) is one of the main irrigation networks in Blitar Regency that draws water from the Wlingi Dam. This irrigation system is designed to support agricultural activities covering an area of ±12,217 ha. However, over time, challenges in the management and maintenance of irrigation systems have an impact on the decline in the performance of irrigation water services to agricultural land. This study aims to evaluate the Irrigation System Performance Index (IKSI) using parameters based on the Ministerial Regulation of PUPR No. 12/2015 and the technical instructions for the assessment of the Director General of Natural Resources. In this regard, the assessment of the Irrigation System Performance Index in the Lodoyo Irrigation Area needs to be carried out to assess aspects or components that are not optimal in this irrigation area to be immediately handled specifically or improved. The assessment begins by conducting an inventory of the condition and function of physical infrastructure, supporting facilities, organization and documentation to determine the performance value and recommendations for its handling. Most of the primary and secondary channels are still in functional condition, although there are sediments and wild vegetation at some points. The results of the irrigation system performance index in the Lodoyo irrigation area are 53,02% which is included in the category of poor performance and needs attention. With a value of physical infrastructure of 29,54%, supporting facilities of 7,37%, documentation of 3,94% and organization of personnel 12,18%. Based on the value of this performance index, special maintenance and repair of physical facilities are needed at several points that have been damaged, facilitating supporting facilities for OP officers so that officers are more dexterous in carrying out activities.
