Abstract

Sejak tanggal 1 Juli 2020, Indonesia telah mengimplementasikan bagan pemisahan alur laut atau Traffic Separation Scheme (TSS) di Selat Sunda berdasarkan hasil keputusan sidang plenary International Maritime Organization (IMO). Implementasi TSS akan berdampak terhadap penurunan frekuensi tubrukan kapal. Hal tersebut dikarenakan setiap kawasan TSS memperoleh perlakuan khusus yaitu pemenuhan sarana dan prasarana penunjang keselamatan pelayaran. Namun dalam proses implementasi TSS Selat Sunda untuk beberapa tahun ke depan perlu memperhatikan kondisi kepadatan lalu lintas kapal yang terus meningkat setiap tahunnya, terlebih Selat Sunda merupakan selat terpadat di Indonesia. Sehingga dalam penelitian ini dilakukan evaluasi implementasi TSS Selat Sunda dari sisi keselamatan pelayaran. Perhitungan frekuensi tubrukan kapal di alur TSS dihitung dan diproyeksikan untuk beberapa tahun ke depan, serta analisis potensi risiko tubrukan kapal di luar alur TSS Selat Sunda juga dilakukan, mengingat histori kecelakaan kapal di Selat Sunda yang tidak hanya terjadi di alur TSS saja. Dalam proses perhitungan frekuensi tubrukan kapal dimodelkan dengan program IWRAP Mk II yang direkomendasikan oleh IALA. Proses simulasi memperhitungkan skenario tubrukan kapal head-on, overtaking dan crossing. Berdasarkan penilaian yang telah dilakukan, didapatkan nilai rata-rata peningkatan jumlah kapal di Selat Sunda setiap tahunnya adalah sebesar 2.88%, sedangkan untuk nilai rata-rata peningkatan frekuensi tubrukan kapal di Selat Sunda setiap tahunnya adalah sebesar 7.22%. Maka didapatkan frekuensi tubrukan kapal hingga tahun 2035 adalah 1.12 x 10-3 incidents/year di alur TSS dan 8.85 x 10-4 incidents/year di luar alur TSS

Since July 1, 2020, Indonesia has implemented a Traffic Separation Scheme (TSS) in the Sunda Strait based on the decision of International Maritime Organization (IMO) plenary session. The implementation of TSS will have an impact on reducing the ship collisions frequency. This is because each TSS area receives special treatment, the fulfillment of shipping safety supporting facilities and infrastructure. However, in the process of implementing the Sunda Strait TSS for the next few years, it is necessary to pay attention to the condition of shipping traffic density which continues to increase every year, especially the Sunda Strait is the most densely populated straits in Indonesia. Thus, in this study an evaluation of the Sunda Strait TSS implementation was carried out in terms of shipping safety. The calculation of the ship collisions frequency in the TSS area is calculated and projected for the next few years, as well as an analysis of the potential risk of ship collisions outside the Sunda Strait TSS area, considering the history of ship accidents in the Sunda Strait which does not only occur in the TSS area. In the process of calculating the ship collisions frequency, it is modeled with the IWRAP Mk II program recommended by IALA. The simulation process takes into account head-on, overtaking and crossing ship collision scenarios. Based on the assessment that has been carried out, the average value of the increase in the number of ships in the Sunda Strait each year is 2.88%, while the average value of the increase in the ship collisions frequency in the Sunda Strait every year is 7.22%. Then the frequency of ship collisions until 2035 is 1.12 x 10-3 incidents/year in the TSS area and 8.85 x 10-4 incidents/year outside the TSS area.
