Abstract
Kualitas daya memiliki peranan penting dalam menjamin keandalan sistem tenaga listrik, khususnya dalam pelaksanaan program transisi energi. Laporan praktik keinsinyuran ini membahas aspek teknis dari program dedieselisasi PLTD Igal, Bekawan, Sei Guntung, dan Pulau Burung di wilayah kerja PLN UID Riau dan Kepulauan Riau. Program ini bertujuan untuk mengintegrasikan sistem pembangkitan diesel yang terisolasi ke dalam jaringan distribusi 20 kV yang disuplai dari Gardu Induk Tembilahan. Analisis aliran beban dilakukan menggunakan perangkat lunak ETAP untuk mengevaluasi kinerja jaringan distribusi eksisting pada berbagai skenario penggabungan beban. Hasil simulasi menunjukkan bahwa konfigurasi jaringan saat ini belum mampu menyalurkan seluruh beban secara andal akibat terjadinya penurunan tegangan yang signifikan dan kondisi operasi yang tidak konvergen. Evaluasi kompensasi daya reaktif menggunakan kapasitor bank menunjukkan bahwa pendekatan tersebut belum memadai sebagai solusi tunggal, mengingat karakteristik jaringan distribusi tegangan menengah. Oleh karena itu, alternatif solusi berupa pembangunan gardu induk mobile serta integrasi pembangkit listrik tenaga surya yang dikombinasikan dengan sistem penyimpanan energi berbasis baterai dianalisis dan terbukti mampu meningkatkan profil tegangan serta keandalan sistem. Selain aspek teknis, laporan ini juga meninjau penerapan kode etik keinsinyuran, profesionalisme, serta aspek kesehatan, keselamatan kerja, dan lingkungan selama tahap perencanaan program dedieselisasi. Hasil kajian menegaskan pentingnya analisis teknis yang komprehensif dan penerapan praktik keinsinyuran yang bertanggung jawab dalam mendukung pengembangan sistem tenaga listrik yang andal dan berkelanjutan.

Power quality plays a crucial role in ensuring the reliability of electrical power systems, particularly during the implementation of energy transition programs. This engineering practice report examines the technical aspects of the de-dieselization program for Diesel Power Plants Igal, Bekawan, Sei Guntung, and Pulau Burung in the service area of PLN Riau and Kepulauan Riau Distribution Unit Area. The program aims to integrate isolated diesel-based systems into the interconnected 20 kV distribution grid supplied by Tembilahan Substation. Load flow analysis was conducted using ETAP software to evaluate the performance of the existing distribution grid under various load integration scenarios. The simulation results indicate that the current network configuration is unable to reliably accommodate the combined loads due to significant voltage drops and non-convergent operating conditions. Reactive power compensation using capacitor banks was evaluated but found to be insufficient as a standalone solution due to the characteristics of medium-voltage distribution networks. Alternative solutions, including the deployment of a mobile substation and the integration of photovoltaic generation with battery energy storage, were analyzed and shown to significantly improve voltage profiles and system reliability. In addition to technical analysis, this report also reviews the application of engineering ethics, professionalism, and occupational health, safety, and environmental principles during the planning stage of the de-dieselization program. The results emphasize the importance of comprehensive technical studies and responsible engineering practices to support reliable and sustainable power system development.
