Abstract

The Sunda Strait is one of the most important straits in the world of shipping and nationwide shipping. The Sunda Strait is essential in the world of shipping because of its very strategic location, between the South China Sea and the Indian Ocean and between the islands of Java and Sumatra. In the world of national shipping, the Sunda Strait is economically and socially linked. The ferry experienced an increase in passengers, which means that there has been an increase in the amount of traffic on the ship. On the other hand, there have been several accidents with ferries sailing in the Sunda Strait. Accidents in the Sunda Strait were in the form of fire, grounding, collision/ship bump, and others. With the occurrence of an accident in the Sunda Strait, a Formal Safety Assessment is carried out as a form of recommendation from the International Maritime Organization in conducting a risk assessment in order to reduce or eliminate hazards that may occur in the future. In this study, it was found that an accident with a potential hazard that may occur in the future is a collision/ship bump. Although it is the most probable hazard potential, the value of the collision/ship bump is still at a low level. It is based on the calculated risk index value. To reduce the risk of danger, it is necessary to carry out more supervision by the Ship Traffic Control. This can reduce the incidence of collisions/ship bumps by 20.38% and can save 450 million rupiahs as ship compensation when the ship has an accident that results in a level of damage to the ship.

Selat sunda merupakan salah satu selat terpenting dalam dunia pelayaran maupun dalam pelayaran nasional. Selat sunda menjadi sangat penting dalam dunia pelayaran karena lokasinya yang sangat strategis yaitu berada di antara Laut China Selatan dan Samudera Hindia serta antara Pulau Jawa dan Pulau Sumatera. Dalam dunia pelayaran nasional, selat sunda merupakan penghubung secara ekonomi dan sosial. Kapal ferry mengalami peningkatan penumpang yang berarti telah terjadi peningkatan jumlah traffic pada kapal. Di sisi lain telah terjadi beberapa kecelakaan terhadap kapal ferry yang berlayar di selat sunda. Kecelakaan yang terjadi pada selat sunda berupa kebakaran, grounding, collision/ship bump and others. Dengan telah terjadinya kecelakaan di selat sunda, maka dilakukannya Formal Safety Assessment sebagai bentuk rekomendasi dari Internasional Maritime Organization dalam melakukan risk assessment guna mengurangi ataupun menghilangkan bahaya yang dapat terjadi pada masa depan. Pada peneltian ini didapatkan bahwa kecelakaan yang memilik potensi bahay yang mungkin terjadi dimasa depan adalah collision/ship bump. Meskipun merupakan potensi ahaya yang paling memungkinkan, nilai dari collision/ship bump masih berada pada level low. Hal itu didasarkan kepada nilai risk indeks yag telah diperhitunkan. Untuk mengurangi risiko bahaya yang mungkinterjadi maka perlu dilakukannya pengawasan yang lebih oleh pihak Ship Traffic Control. Hal tersebut dapat mengurangi kejadian atas collision/ship bump sebesar 20,38% serta dapat mengehmat sebesar 450 juta rupiah sebagai kompensasi kapal saat kapal mengalami kecelakaan hingga mengakibatkan level demage pada kapal.
