Abstract

Coal distribution to support national electricity supply needs in recent years has decreased the frequency of distribution. The limited distribution makes some units of production malfunction, while there is already a take or pay payment scheme for primary energy. This coal distribution serves route from Tarahan port owned by PT. Bukit Asam to 9 Steam Power Plant owned by PT. PLN, which has established a long-term partnership. PLN, a national electricity supply company, wants to increase the optimization of coal supply by considering transportation costs and the selection of transportation modes so that the distribution frequency can be optimal. Coal distribution is carried out to ensure that there is no supply deficit to the plant. In terms of economic aspects, this research takes a scenario of coal distribution that mixes the use of ships and barges. Based on the selection of the design scenario, the ship investment was carried out as many as 4 Bulk Carriers with a payload of 4570 Tons, 7 Barges with a payload of 4500 Tons, and 1 Barge with a payload of 2300 tons so that the coal transportation price per metric ton that will be used as a reference for use by users is USD 6.6 per metric ton with a margin of USD 0.95, due to PP of 3.39 years, ROI of 1 2.5%, IRR of 52.05%, and NPV of USD 37.704. 209 which is very possible for the company's investment and business continuity.

Distribusi batubara untuk menunjang kebutuhan pasokan listrik nasional beberapa tahun terakhir ini mengalami penurunan frekuensi distribusi. Terbatasnya distribusi membuat beberapa unit produksi tidak berfungsi, sedangkan sudah ada skema pembayaran take or pay untuk energi primer. Distribusi batubara ini melayani rute dari pelabuhan Tarahan milik PT. Bukit Asam ke 9 PLTU milik PT. Perusahaan Listrik Negara, yang telah menjalin kemitraan jangka panjang. PLN, perusahaan penyedia tenaga listrik nasional, ingin meningkatkan optimalisasi pasokan batubara dengan mempertimbangkan biaya angkutan dan pemilihan moda transportasi agar frekuensi distribusi dapat optimal. Perancangan distribusi batubara dilakukan untuk memastikan tidak terjadi defisit pasokan ke Pembangkit. Ditinjau dari aspek keekonomiannya, Penelitian ini mengambil skenario distribusi batubara yang mencampurkan penggunaan kapal dan tongkang. Berdasarkan pemilihan rancangan skenario tersebut, investasi kapal yang dilakukan sebanyak 4 Bulk Carrier dengan payload 4570 Ton, 7 Tongkang dengan payload 4500 Ton, dan 1 Tongkang dengan payload 2300 Ton sehingga harga pengangkutan batubara per metrik ton yang akan dijadikan acuan untuk digunakan oleh pengguna adalah USD 6,6 per metrik ton dengan margin USD 0,95, karena PP sebesar 3,39 tahun, ROI sebesar 12,5%, IRR sebesar 52,05%, dan NPV sebesar USD 37.704.209 yang sangat memungkinkan bagi investasi dan kelangsungan usaha perusahaan..
