Abstract
Sumberdaya logam timah di Kepulauan Bangka Belitung menurut data PT Timah Tbk Provinsi Kepulauan Bangka Belitung sebear 899.349 ton terdiri dari 502.596 ton timah darat (on shore) dan 396.853 ton timah laut (off shore). Bahan galian logam timah tidak dapat di ekspor tanpa pengolahan lebih lanjut di dalam negri sesuai Peraturan Mentri Nomor 25 tahun 2018 sehingga pengolahan logam timah perlu dilakukan. Pengolahan logam timah yang dilakukan di Provinsi Kepulauan Bangka Belitung adalah pembangunan pabrik tin can dimana keempat produk timah cocok untuk hilirisasi ini. Tujuan penelitian ini adalah untuk menganalisis model angkutan laut untuk produk timah sebagai pendukun program hilirisasi minerba di bidang jasa angkutan laut. Metode dalam menghitung pengoptimalan model angkutan laut dalam melakukan investasi angkutan laut serta menggambarkan potensi dari ekspor timah. Model angkutan laut produk timah Sesudah kebijakan hilirisasi dilakukan dengan 3 (tiga) skenario: (1) penyewaan kapal, (2) pembuatan kapal baru, (3) pembelian kapal bekas. Hasil penelitian menunjukkan bahwa kapal domestik yang terpilih adalah dengan opsi kapal sewa (Time Charter) dengan jenis kapal kontainer, diperoleh unit cost sebesar Rp 12,040,559/ TEUs. Sedangkan, untuk kapal ekspor yang terpilih adalah dengan bangun kapal (new building vessel), diperoleh unit cost sebesar Rp 33,338,243 / TEUs dengan jarak 6456 nm. Pada kondisi sebelum hilirisasi diperoleh unit cost sebesar Rp 6,064,400 /TEUs dengan rute Tanjung Pandan – Singapura. Sedangkan untuk penambahan nilai devisa sebesar Rp 7,867,825,348 dan penambahan devisa dari sisi komoditas sebesar Rp. 979,589,948,905 dari tinjauaan negara Singapura.

According to data from PT Timah Tbk of the Bangka Belitung Islands Province, tin resources in the Bangka Belitung Islands are 899,349 tons consisting of 502,596 tons of onshore tin (on shore) and 396,853 tons of marine tin (off shore). Tin metal minerals cannot be exported without further processing in the country according to Ministerial Regulation Number 25 of 2018 so that tin metal processing needs to be carried out. Tin metal processing carried out in the Province of the Bangka Belitung Islands is the construction of a tin can factory where the four tin products are suitable for this downstream. The purpose of this study was to analyze the sea transportation model for tin products as a supporter of the mineral and coal downstream program in the field of sea transportation services.The method in calculating the optimization of the sea transportation model in investing in sea transportation and describing the potential of tin exports. The marine transportation model for tin products After the downstream policy is carried out with 3 (three) scenarios: (1) vessel chartering, (2) new vessel construction, and (3) used vessel purchase. The results showed that the selected domestic ship was the option of a charter vessel (Time Charter) with the type of container ship, the unit cost was Rp 12,040,559/TEUs. Meanwhile, for the selected export vessel, by building a new vessel, the unit cost obtained is Rp. 33,338,243 / TEUs with a distance of 6456 nm. In the condition before downstreaming, the unit cost was Rp 6,064,400 /TEUs for the Tanjung Pandan – Singapore route. As for the addition of foreign exchange value of Rp. 7,867,825,348 and additional foreign exchange from the commodity side of Rp. 979,589,948,905 from the Singapore state review.
