Abstract

Layanan angkutan laut perintis diselenggarakan untuk melayani kebutuhan jasa angkutan laut bagi daerah-daerah masih tertinggal atau wilayah terpencil untuk mendorong pengembangan daerah, meningkatkan konektivitas antar pulau dan pemerataan pembangunan. Salah satu pulau yang dilalui perintis adalah Kepulauan Sumenep, Madura. Dengan adanya layanan ini diharapkan pulau-pulau terluar dari Madura menjadi lebih maju dan tidak ada ketimpangan harga, sehingga masyarakat akan lebih sejahtera. Disisi lain, di kepulauan Madura juga terdapat layanan angkutan laut non perintis. Dimana dengan adanya layanan non perintis tersebut, masyarakat mulai beralih angkutan karena waktu yang ditempuh lebih cepat. Adapun tujuan dari penelitian ini adalah untuk mengetahui dampak layanan angkutan perintis bagi kesejahteraan masyarakat di Kepulauan Madura. Metode yang digunakan dalam penelitian tugas akhir ini adalah analisis deskriptif kuantitatif, Regresi Linear, Optimasi, dan Perhitungan biaya transportasi laut. Dari hasil analisis dan perhitungan yang telah dilakukan, didapatkan pulau yang menerima dampak perintis paling baik terhadap kesejahteraan adalah pulau Masalembu, Keramaian, dan Pagerungan. Sedangkan dampak perintis terhadap kesejahteraan yang paling rendah terdapat pada pulau Sapudi. Dari hasil perhitungan biaya Transportasi laut di rute eksisting adalah sebesar Rp 10.760.604.447,17. Sedangkan dari hasil optimasi untuk mencari jarak terpendek dari trayek R-15 dan R-17, rute yang terpilih adalah Surabaya - Kalianget - Tanjung Wangi - Sapeken - Pagerungan - Kangean - Keramaian - Masalembo - Surabaya dengan menggunakan kapal KM. Sabuk Nusantara 91 dan 92 dan jarak yang ditempuh sejauh 545,013 nm sehingga total biaya yang dikeluarkan untuk pelayaran pervoyagenya adalah sebesar Rp 108.074.688,04.

Sea transportation services operate to serve the needs of sea transportation services for underdeveloped areas or remote areas to encourage regional development, increase inter-island connectivity and equity. One of the islands that the pioneers passed was the Sumenep Archipelago, Madura. With this, it is hoped that the outer islands of Madura will become more developed and there will be no valued services, so that the community will be more prosperous. On the other hand, in the Madura archipelago there are also non-pioneer sea transportation services. Where with the non-pioneers, people began to switch because of the faster service time. The purpose of this study is to determine the impact of pioneering transportation services for the welfare of the community in the Madura Islands. The method used in this research is descriptive quantitative analysis, Linear Regression, Optimization, and Calculation of sea transportation costs. From the results of the analysis and calculations that have been carried out, it was found that the islands that received the best impact on welfare were the islands of Masalembu, Keramaian, and Pagerungan. Meanwhile, the impact of pioneers on welfare was lowest on the island of Sapudi. From the calculation of the cost of sea transportation on the existing route is Rp 10,760,604,447,17. Meanwhile, from the optimization results to find the shortest distance from routes R-15 and R-17, the route chosen is Surabaya - Kalianget - Tanjung Wangi - Sapeken - Pagerungan - Kangean - Keramaian - Masalembo - Surabaya using the KM. Sabuk Nusantara 91 and 92 and the distance covered is 545,013 nm so that the total cost incurred for the voyage is Rp 108,074,688.04.
