Abstract

Pada tahun 2021, jumlah arus peti kemas di Terminal Petikemas Semarang mencapai 794.537 TEU, dan jumlah kapal yang sandar mencapai 519 kapal, serta barang yang melalui gudang CFS mencapai 6.665 TEU. Permasalahan yang ada pada Terminal Petikemas Semarang adalah kedangkalan pada alur pelayaran, kolam labuh, dan kolam putar, kebutuhan pengembangan dengan luas wilayah yang terbatas, serta tarif yang belum mengalami peningkatan selama 10 tahun terakhir. Tugas akhir ini membahas tentang pengembangan terminal dengan memanfaatkan luas yang ada agar dapat terus melayani kebutuhan jasa dari pengguna jasa. Hinterland terminal ini adalah 34 kota dan kabupaten di provinsi Jawa Tengah dan hinterland baru dari Kendal Industrial Park yang direncanakan akan beroperasi di tahun 2026 dengan tujuan mengetahui peningkatan arus peti kemas dalam 15 tahun mendatang, mengetahui fasilitas terminal yang harus ditingkatkan dalam 15 tahun kedepan, serta memberikan rekomendasi peningkatan tarif yang dapat diterapkan. Metode yang digunakan pada penelitian ini adalah benchmark, analisis regresi linier, optimasi, dan perhitungan tarif. Proyeksi dilakukan pada arus peti kemas, arus kapal, dan arus barang yang melalui gudang Container Freight Station dan utilitas terminal. Perencanaan pengembangan dermaga dilakukan ketika Berth Occupancy Ratio mencapai 70%, pengembangan lapangan penumpukan ketika Yard Occupancy Ratio mencapai 70%, dan pengembangan gudang CFS dilakukan ketika Shed Occupancy Ratio mencapai 70%. Berdasarkan hasil analisis, diperlukan pengembangan terhadap infrastruktur dan suprastruktur di Terminal Petikemas Semarang, yaitu jumlah tambatan (2 unit), Container Crane single lift (1 unit), Container Crane twin lift (2 unit), RTGC (11 unit), dan Reefer Plug (26 unit) dengan biaya investasi : Rp 1.072.624.642.332, dan untuk fasilitas perairan kolam labuh dan alur pelayaran sedalam -15 Mlws dengan biaya investasi Rp24.538.832.292.363. serta diperlukan adanya kenaikan tarif layanan.

In 2021, the total containers that went through Semarang Container Terminal reached 794.537 TEU, the number of ship calls reached 519, and the total of containers that went through Container Freight Station reached 6.665 TEU. Currently, Semarang Container Terminal is facing some problems that might affect in the future. That problems are shallowness of channel, turning basin, and anchorage area, other than that, the needs to develop the terminals with such limited area, and terminals tariffs need to be upgraged. This final project discusses the development plan by utilising the maximum area of the terminal to ensure that the terminal can serve the demands of the consumers. This terminal's hinterland is all West Java's regions, and Kendal Industrial Park's new hinterland will operate in 2026 with purposes to forecast the throughput in 15 years, to forecast the needs of development in terminal area, and to give new tariff recommendation. There are some methods being used in this final project, such as benchmark, linear regression analysis, optimization, and tariff calculation. Forecasting total containers, ship calls, and containers that went through Container Freight Station and terminal utility. Wharf development plan is needed to be done when Berth Occupancy Ratio reaches 70%, Yard development plan is needed to be done when Yard Occupancy Ratio reaches 70%, and CFS development plan is needed to be done when Shed Occupancy Ratio reaches 70%. The result shows that it will be needed to develop wharf and container yard facilities. Other than that, enhancement of terminal tariff should be done. Based on the result, development of infrastructure and superstructure will be needed on numbers of berthing wharf (2 units), Single Lift Container Crane (1 unit), Twin Lift Container Crane (2 units), RTGC (11 units), and reefer plug (26 units), with total cost Rp1.072.624.642.332 and the channel, turning basin, and anchorage area with -15 depth costs Rp24.538.832.292.363.
