Abstract

Sebagai Ibu Kota Kabupaten Balangan, Kota Paringin dikembangkan menjadi kota yang Iebih besar dengan jumlah penduduk 25 .000-30.000 jiwa, perlu mempersiapkan fasilitas perdagangan dan jasa yang representatif dengan melakukan kelanjutan pengembangan Pasar Paringin. Penilaian kelayakan sebagai dasar untuk penilaian investasi kelanjutan pengembangan Pasar Paringin dilakukan dengan peninjauan terhadap aspek pasar dan aspek finansial. Penilaian aspek pasar berupa tinjauan kondisi makro pemerintah Kabupaten Balangan, tinjauan kondisi mikro Kota Paringin dan aspek permintaan kelanjutan pengembangan Pasar Paringin, tergambar ada peluang pasar yang menjanjikan. Berdasarkan penilaian analisis finansial, dengan biaya investasi sebesar Rp. 28.064.942.000,00 dan pinjaman dari RPD sebesar Rp.16.460.560.000,00 dengan bunga 11,5% per tahun, commitment fee 0,75% selamajangka waktu 20 tahun, masa tenggang 1 tahun proyek dinilai tidak layak karena NPV sebesar Rp. ( 4.152.173.690,00) adalah negatif dan IRR sebesar 6,07 % di bawah discount rate 8 %. Melalui analisis sensitivitas dengan Altematif 2 berupa harga sewa toko dan los_ dinaikkan sebesar 18 % dan Altematif 3 berupa investasi tanpa melakukan pinjaman dari. RPD, maka proyek dinilai akan mencapai batas Iayak. Pada Altematif 2 dihasilkan NPV sebesar Rp. 160.458.056,00 dengan IRR sebesar 8,07 % dan pada Altematif 3 dihasilkan NPV sebesar Rp. 1.979.643.679,00 dengan IRR sebesar 8,65 %.

As the Capital of Regency of Balangan, Paringin City is developed into a bigger city with the total population of around 25,000 to 30,000. This city needs to prepare the representative facilities for trading and services by continuing the development of Paringin Market. Evaluation on its feasibility as the basis to evaluate the investment required to continue the development of Paringin Market is carried out by reviewing the market and financial aspects. Evaluation on the market aspects is materialized in the forms of review on the macro condition of Balangan Regency Administration, review on the micro condition of Paringin City and aspects of demand to have the Paringin Market development continued. The result is an illustration that there is a prospective market opportunity. Based on evaluation on financial analysis, with the investment at the total of Rp. 28,064,942,000.00 and the loan from RPD at the amount ofRp. 16,460,560,000.00 with the rate of interest of I 1.5% per annum, plus the commitment fee ofO. 75 ~'o for the period of 20 years, the 1-year grace period for the project is unfeasible, since the NPV at the amount ofRp. (4,152,173,690.00) is negative and the IRR is at the sum of6.07% below the discount rate of 8 %. Throught the sensitivity analysis using Alternative 2 in the form of rents for shops and market stalls increased for 18 % and Alternative 3 in the form of inYestment without any borrowing from RPD, the project is evaluated to reach the feasible limit. Alternative 2 gives the result of NPV at the sum ofRp. 160,458,056.00 with IRR at the amount of 8.07 % and the Alternative 3 produced NPV at the sum of Rp.
1,979,643,679.00 with IRR at the sum of 8.65 %.
