Abstract
Onshore Power Supply (OPS) adalah teknologi yang memungkinkan kapal untuk mematikan mesin diesel bantu saat berada di pelabuhan dengan menggunakan pasokan listrik dari daratan. Penerapan OPS terbukti efektif dalam menurunkan emisi gas buang, mengurangi kebisingan, dan meredam getaran, sehingga mendukung wujud konsep Green Port. Akan tetapi, pelaksanaan OPS di Indonesia masih terbatas dan menghadapi berbagai masalah teknis serta operasional. Sehingga, diperlukan analisis risiko yang terstruktur untuk menemukan kemungkinan kegagalan dan merumuskan rekomendasi mitigasi yang sesuai. Penelitian ini menggunakan dua pendekatan, yaitu Failure Mode and Effects Analysis (FMEA) tradisional. Data diperoleh melalui kuesioner kepada responden yang berpengalaman dalam bidang OPS. FMEA tradisional digunakan untuk menghitung Risk Priority Number (RPN) berdasarkan parameter Severity (S), Occurrence (O), dan Detection (D). Diperoleh hasil nilai RPN tertinggi adalah kode A14. Selanjutnya, metode Fuzzy Bowtie akan menganalisis bagaimana runtutan kejadian mulai dari faktor pemicu (Threats), faktor yang mendasari pemicu (Causes), penghalang (Barrier)agar tidak terjadinya top event, mitigasi yang harus dilakukan setelah mode kegagalan terjadin dan apa dampak yang terjadi akibat mode kegagalan. Berdasarkan hasil perhitungan dalam penelitian ini, didapat nilai probabilitas kemunculan Top Event adalah 0,123556. Selain itu, penelitian ini diharapkan mampu memberikan rekomendasi mitigasi risiko bagi pelabuhan maupun operator kapal dalam penerapan OPS. Temuan ini juga dapat menjadi referensi tambahan bagi pengembangan konsep green port di Indonesia serta mempercepat implementasi OPS dengan standar keselamatan yang tinggi.

Onshore Power Supply (OPS) is a technology that enables ships to shut down their auxiliary diesel engines while at berth by using electricity supplied from the shore. The implementation of OPS has been proven effective in reducing exhaust gas emissions, lowering noise levels, and minimizing vibrations, thereby supporting the realization of the Green Port concept. However, the implementation of OPS in Indonesia remains limited and faces various technical and operational challenges; therefore, a structured risk analysis is required to identify potential failures and formulate appropriate mitigation recommendations. This study employs two approaches, namely traditional Failure Mode and Effects Analysis (FMEA) and Fuzzy Bowtie, with data obtained through questionnaires distributed to respondents experienced in the OPS field. Traditional FMEA is used to calculate the Risk Priority Number (RPN) based on Severity (S), Occurrence (O), and Detection (D), and the results show that the highest RPN value corresponds to code A14. Furthermore, the Fuzzy Bowtie method analyzes the sequence of events starting from triggering factors (threats), underlying causes, preventive barriers to avoid the top event, mitigation measures after the failure mode occurs, and the consequences resulting from the failure mode. Based on the calculation results, the probability of the Top Event occurrence is 0.123556. This study is expected to provide risk mitigation recommendations for ports and ship operators in implementing OPS, and the findings may serve as an additional reference for developing the green port concept in Indonesia and accelerating OPS implementation with high safety standards.
