Abstract
Pengembangan sistem informasi keproyekan melalui penerapan Role Based Access Control (RBAC) Hirarki Terbatas dan Klasifikasi Data dilakukan untuk meningkatkan kualitas data historis pada pelaksanaan Kontrak Payung Customer Attachment. Permasalahan utama yang dihadapi adalah rendahnya akurasi dan tingginya error rate akibat ketidakteraturan data pemakaian item. Oleh karena itu, penelitian ini bertujuan untuk mengevaluasi dampak pengembangan sistem terhadap proses pengadaan yang diukur melalui indikator Procurement Cycle Time dan Procurement Delay Index. Penelitian ini menggunakan pendekatan kuantitatif dengan analisa perbandingan sebelum dan sesudah penerapan pengembangan sistem. Hasil menunjukkan bahwa setelah implementasi pengembangan sistem, data pemakaian item dapat ditarik dengan lebih akurat sehingga akurasi meningkat dan error rate menurun sesuai dengan realisasi penggunaan. Namun, peningkatan kualitas data tersebut tidak secara langsung berdampak pada efisiensi waktu, di mana Procurement Cycle Time tidak berdampak signifikan, sementara Procurement Delay Index tetap menunjukkan konsistensi sigma level. Secara keseluruhan, penelitian ini membuktikan bahwa integrasi RBAC Hirarki Terbatas dan Klasifikasi Data tidak secara signifikan mempercepat siklus waktu pengadaan namun mampu meningkatkan kualitas dan keterstrukturan data historis serta mendukung konsistensi proses pengadaan. Meskipun, pengembangan ini memberikan kontribusi pada peningkatan akurasi HPS melalui analisa harga timpang.

The development of a project information system through the implementation of Limited Hierarchical Role Based Access Control (RBAC) and Data Classification was carried out to improve the quality of historical data in the execution of the Customer Attachment Outline Agreement. The main problem faced was low accuracy and high error rates due to the unstructured nature of item usage data. Therefore, this study aims to evaluate the impact of system development on the procurement process as measured by the Procurement Cycle Time and Procurement Delay Index indicators. This study uses a quantitative approach with a comparative analysis before and after the implementation of the system development. The results show that after implementation, item usage data can be retrieved more accurately, leading to increased accuracy and reduced error rates in accordance with actual usage realization. However, the improvement in data quality does not directly affect time efficiency, where the Procurement Cycle Time shows no significant impact, while the Procurement Delay Index remains at a consistent sigma level. Overall, this study proves that the integration of Limited Hierarchical RBAC and Data Classification does not significantly accelerate the procurement cycle time but is able to improve the quality and structure of historical data as well as support process consistency. Nevertheless, the system development contributes to improving the accuracy of the Owner Estimate (HPS) through the analysis of price discrepancies.
