Abstract

COVID-19 merupakan virus yang menyerang pernafasan dan menyebabkan kematian. Jumlah kasus kematian akibat COVID-19 meningkat di Provinsi Jakarta, mengharuskan pemerintah menetapkan kebijakan pembatasan sosial. Kebijakan tersebut, dapat mempengaruhi mobilitas masyarakat terutama jumlah kendaraan bermotor berkurang dan dapat mempengaruhi kualitas udara yaitu Nitrogen Dioksida (NO2). Konsentrasi NO2 dapat diketahui menggunakan satelit Sentinel-5P melalui Google Earth Engine. Penelitian ini, melakukan analisis perubahan NO2 dan mobilitas masyarakat kategori perumahan dan perkantoran secara spasial dan temporal di Provinsi DKI Jakarta periode Januari 2020 sampai Desember 2021. Pengolahan data NO2 dilakukan secara bertahap dimulai dari perhitungan NO2 maksimum harian dari citra Sentinel-5P kemudian perhitungan NO2 rata-rata bulanan menggunakan script median dari data NO2 maksimum harian sehingga diperoleh nilai NO2 rata-rata setiap bulan. Sedangkan, data statistik kategori perumahan dan perkantoran dari data google mobility diolah menggunakan metode skoring dan hasilnya dimasukkan ke dalam data tabular data vektor poin dari OpenStreetMaps. Penelitian ini, juga melakukan uji korelasi antara data NO2 dari citra Sentinel-5P dengan data stasiun pemantau kualitas udara dari tiga instansi berbeda dengan nilai signifikansi p-value < 0,05 atau toleransi keasalahan 5%. Diperoleh nilai koefisien korelasi (R) senilai 0,426 sampai dengan 0,736 menunjukkan hubungan korelasi cukup hingga kuat dengan signifikansi p-value < 0,05. Penurunan NO2 terjadi pada awal PSBB bulan April 2020 sampai Mei 2020 dan pada kebijakan PPKM Darurat bulan Juli 2021 sampai Agustus 2021 sebesar -11,381 μmol/m2 dan -23,195 μmol/m2 dengan mobilitas kategori perumahan dan perkantoran sangat rendah (1) dan rendah (2). Faktor yang mempengaruhi fluktuasi NO2 salah satunya curah hujan. Hasil korelasi data curah hujan diperoleh dari data CHRIPS menunjukkan korelasi cukup dengan nilai koefisien korelasi (R) senilai 0,570 dan sigfikansi p-value < 0,05. Luas wilayah yang mengalami perubahan peningkatan NO2 sebesar 1 μmol/m2 tertinggi terjadi pada bulan Mei 2021 menuju bulan Juni 2021 sebesar 641,571 km2, atau dapat disimpulkan kualitas udara terburuk karena seluruh wilayah Provinsi DKI Jakarta mengalami peningkatan. Sementara, pada bulan November 2020 menuju bulan Desember 2021 luas wilayah yang mengalami peningkatan 1 μmol/m2 sebesar 0,000 km2, atau dapat disimpulkan kualitas udara terbaik pada perubahan bulan tersebut.

COVID-19 is a virus that attacks the respiratory tract and causes death. The number of cases due to COVID-19 is increasing, especially in Jakarta requiring the government to establish a policy of social restrictions. The policy impacting the mobility of people using motor vehicles becomes limited, affecting air quality. Nitrogen Dioxide (NO2) concentrations can be determined using the Sentinel-5P satellite using Google Earth Engine. This study analyzed NO2 changes and people's mobility in residential and workplace categories through google mobility data spatially and temporally in Jakarta for January 2020 to December 2021. NO2 data processing is carried out in stages starting from the daily maximum NO2 calculation from Sentinel-5P imagery then calculating the average NO2 monthly average using the median script from the daily maximum NO2 data so that the monthly average NO2 value is obtained. Meanwhile, statistical data for residential and workplace categories from google mobility data is processed using the scoring method and the results are entered into tabular data point vector data from OpenStreetMaps. This study also conducted a correlation test between NO2 data from Sentinel-5P images and data from air quality monitoring stations from three different agencies with a significance value of p-value <0.05 or error tolerance of 5%. The correlation coefficient value (R) is 0.426 to 0.736, indicating a moderate to strong correlation with a p-value < 0.05. The decrease in NO2 occurred at the beginning of the PSBB from April 2020 to May 2020. In the Emergency PPKM policy from July 2021 to August 2021, it was -11.381 μmol/m2 and -23.195 μmol/m2, with very low (1) and low (2) mobility in the residential and workplace categories. One of the factors that influence NO2 fluctuations is rainfall. The results of the correlation of rainfall data obtained from CHRIPS data show moderate correlation with a correlation coefficient (R) of 0.570 and a significance p-value < 0.05. The area that experienced a change in NO2 increase of 1 μmol/m2 the highest occurred in May 2021 to June 2021 at 641,571 km2, or it can be concluded that the worst air quality was because the entire area of DKI Jakarta Province experienced an increase. Meanwhile, from November 2020 to December 2021, the area that experienced an increase of 1 μmol/m2 by 0.000 km2, or it can be concluded that the best air quality in that month changes.
