Abstract
Zona 3 PDAM Surya Sembada yang meliputi Kecamatan Semampir, Kecamatan Kenjeran, Kecamatan Simokerto, dan sekitarnya memiliki tekanan air dan debit air terrendah jika dibandingkan dengan zona lain. Hal ini membuat zona tersebut belum dapat teraliri air bersih secara keseluruhan dan kontinu 24 jam. Untuk menunjang ketersediaan air di zona 3, PDAM Surya Sembada merencanakan untuk memasang pipa distribusi baru menuju zona 3 dengan titik awal berada di Zona 1 pelayanannya (Kecamatan Gunung Anyar). Dalam hal ini metode yang digunakan ialah Analytical Hierarchy Process (AHP) dan cost path analysis dengan berdasarkan beberapa kriteria yaitu kelerengan, arah hadap lereng, penggunaan lahan, jaringan jalan, jaringan sungai, daerah rawan bencana, banjir, dan jenis tanah. Metode AHP digunakan untuk mendapatkan bobot dari setiap kriteria dan sub-kriterianya berdasarkan pendapat para ahli. Sedangkan cost path analysis digunakan untuk mendapatkan jalur pipa optimum dengan berdasarkan kriteria dan sub-kriteria yang telah dihasilkan pada proses AHP. Berdasarkan hasil pengolahan AHP, kriteria paling penting ialah jaringan jalan dengan bobot 44%, kemudian penggunaan lahan dengan bobot 22%, sedangkan kriteria lain bobotnya berkisar antara 4%-10%. Hasil dari pembobotan AHP ini digunakan sebagai masukan pada pengolahan cost path analysis dengan menggunakan beberapa titik akhir sebagai variabel pembeda sehingga didapatkan beberapa pilihan jalur pipa. Hasil dari pembuatan jalur pipa selanjutnya dilakukan analisis kesesuaian mengacu pada SNI pemasangan pipa tahun 2004 serta RDTR Kota Surabaya Tahun 2018-2038. Diperlukan adanya modifikasi jalur pipa dikarenakan jalur 1, jalur 2, dan jalur 3 masing-masing persentasenya sebesar 12,6 %; 14,0 %; dan 7,4 % dari total panjang jalur pipanya yang intersect dengan pemukiman dan dilakukan penggeseran ke jaringan jalan terdekat karena memiliki pengaruh tertinggi dalam penelitian ini dan menyesuaikan dengan peraturan. Kemudian, dilakukan analisis tekanan dan debit air menggunakan software waterGems dan didapatkan hasil bahwa jalur pipa 1 ialah yang paling optimum dengan tekanan air rata-rata yang mampu dihasilkan 6,095 m dan debit air yang mampu dihasilkan 77 l/s.

Zone 3 Indonesian Regional Water Utility Company (PDAM) Surya Sembada Surabaya which including Semampir District, Kenjeran District, Simokerto District, and surroundings has lowest water pressure and water discharge comparing to the other zones. This problem makes some areas in zone 3 have not been covered by water flow. To minimize this problem, the company makes a plan to provide more water in zone 3 by making a new distribution pipe. This paper purposes to make the most optimum pipe route using Analytical Hierarchy Process Method and Cost Path Analysis based on some criterion, which are slope, aspect, land-use, road network, river network, flood-prone area and soil types. Analytical Hierarchy Process (AHP) is used to receive the weight of criterion and sub-criterion based on expert opinions. While cost path analysis is processed to load the most optimum pipe route based on the weight of all criterion. Based on AHP processing, the most important criterion is road network which has 44% influence. It is followed by land-use which has 22% influence. The other criterion have 4% - 10% influence in determining the most optimum pipe route. The processing of cost path analysis uses some end-points to get some pipe route options. To find out the efectivity of these pipe routes options, required to take suitability analysis refers to Pipe Instalation Standard 2004 and Spatial City Details Plan Surabaya City 2018-2038. 12,6 % part of pipe route 1; 14,0 % part of pipe route 2; and 7,4 % part of pipe route 3 intersect with settlement area, due to this condition these routes require to be modified and moved to the closest road networks due to this area has the most influence in this research and refering to regulation. Last processing, these options are analyzed using waterGems software and generated the most optimum pipe route is route 3 due to this route is able to stream the most water pressure and water discharge in the amount of 6.095 m and 71 l/s sequentially.
