Abstract
Jumlah penduduk yang semakin bertambah memicu kebutuhan tanah yang terus meningkat sehingga menuntut penanganan administrasi pertanahan yang semakin baik. Kebutuhan informasi tentang pertanahan yang cepat, akurat dan fleksibel sangat diperlukan sebagai bentuk peningkatan pelayanan publik dari penyelenggara pemerintah tidak terkecuali Badan Pertanahan Nasional. Salah satu caranya adalah dengan pengelolaan data pertanahan secara elektronik dalam bentuk sistem informasi pertanahan digital. Sekarang ini, akses masyarakat terhadap informasi pertanahan memang sudah mulai teratasi dengan adanya web milik kementerian ATR/BPN yang menyediakan informasi kepemilikan tanah, nilai tanah, dan penggunaan tanah. Namun di beberapa wilayah Kantor Pertanahan termasuk Kabupaten Banggai masih belum menerapkan Sistem Informasi Pertanahan digital kepada masyarakat. Penelitian sebelumnya yang telah dilakukan sudah berhasil membuat sistem informasi berbasis web dengan hanya menyajikan 1 dari 4 komponen utama administrasi pertanahan yakni land value. Purwarupa sistem informasi pertanahan ini dirancang dengan menggunakan Leaflet Javascript Library dengan tujuan menyajikan informasi terkait 4 komponen utama administrasi pertanahan. Hasil purwarupa sistem ini berupa laman web yang memiiliki nama domain sipbanggai.site , dengan beberapa fitur utama seperti login system, peta online, data statistik, dan kuesioner. Terdapat juga fitur-fitur pendukung seperti fitur choropleth yang menyajikan informasi spasial terklasifikasi berdasarkan nilai kelasnya masing-masing, fitur basemap change, fitur legenda, fitur yang menyajikan informasi pengembangan tanah, dan beberapa fitur interaktif lainnya. Hasil uji kelayakan sistem yakni uji fungsionalitas sistem dan juga hasil uji portabilitas sistem menghasilkan nilai sebesar 100% dengan predikat “Sangat Baik”. Sedangkan hasil uji usabilitas sistem menghasilkan nilai sebesar 89,63% dengan predikat “Baik”.

The increasing number of residents triggers the increasing demand for land, thus demanding better handling of land administration. The need for information on land that is fast, accurate and flexible is very much needed as a form of improving public services from government administrators, including the National Land Agency. One way is to manage land data electronically in the form of a digital land information system. At present, public access to land information has begun to be overcome with the existence of a website owned by the ministry of ATR/BPN which provides information on land ownership, land value, and land use. However, in some areas the Land Office including Banggai Regency has not yet implemented a digital Land Information System to the public. Previous research that has been done has succeeded in creating a web-based information system by only presenting 1 of the 4 main components of land administration, namely land value. This prototype land information system was designed using the Leaflet Javascript Library with the aim of providing information related to the 4 main components of land administration.. The result of this prototype system is a web page that has the domain name sipbanggai.site, with several main features such as a login system, online maps, statistical data, and questionnaires. There are also supporting features such as the choropleth feature which presents classified spatial information based on the value of each class, the basemap change feature, the legend feature, the feature that provides land development information, and several other interactive features. The results of the system feasibility test, namely the system functionality test and also the results of the system portability test, resulted in a score of 100% with the predicate "Very Good". While the results of the system usability test resulted in a score of 89,63% with the predicate "Very Good".
