Abstract
Kontrak jasa O&M merupakan instrumen strategis untuk menjaga reliabilitas dan efisiensi biaya melalui Service Level Agreement (SLA). Namun, penurunan efisiensi termal dan pendapatan jasa O&M pada 2022 menunjukkan perlunya desain SLA yang lebih optimal. Sistem saat ini masih bersifat evaluatif sehingga belum mampu memberikan peringatan dini terhadap potensi kegagalan secara prediktif. Penelitian ini bertujuan menyusun evaluasi SLA yang objektif dan kuantitatif untuk meningkatkan efektivitas kontrak jasa O&M pembangkit. Sehingga secara spesifik penelitian ini: (1) memetakan dan mengevaluasi capaian SLA jasa O&M untuk memperoleh kinerja yang optimal; (2) estimasi risiko dan waktu terjadinya kegagalan SLA beserta faktor penentunya; (3) merumuskan rekomendasi perbaikan desain SLA dan skema kontrak yaitu skema pemberian insentif dan penalty yang selaras dengan target kinerja operasional dan non operasional. Penelitian menggunakan data internal realisasi empat indikator operasional utama meliputi EAF, EFOR, NCF, dan NPHR. Tahap pertama menggunakan Grey Relational Analysis (GRA) untuk memberikan peringkat kinerja melalui skor komposit Grey Relational Grade (GRG) dalam kondisi data terbatas. Tahap kedua menerapkan Survival Analysis untuk memodelkan risiko time-to-event serta mengidentifikasi kovariat yang berpengaruh terhadap ketahanan kontrak. Hasil penelitian mengidentifikasi efisiensi termal (NPHR) sebagai bottleneck utama di unit pembangkit. Pemodelan Survival membuktikan peningkatan kualitas kinerja historis mampu menurunkan risiko kegagalan hingga 78,97% (OR: 0,2103; AUC: 0,839). Meskipun penelitian ini belum secara langsung mengestimasi besaran penghematan dalam rupiah, temuan tersebut memberikan dasar kuantitatif untuk mempersempit eksposur biaya operasional, menurunkan risiko penalti kontraktual, dan mempertajam prioritas alokasi sumber daya O&M. Hasil analisis kemudian diintegrasikan menjadi rekomendasi skema insentif-penalti adaptif serta pemetaan kuadran performa-risiko, sehingga tata kelola kontrak O&M dapat bergeser dari pendekatan reaktif menjadi preventif berbasis risiko yang lebih terukur dan relevan dalam mendukung keputusan operasional maupun finansial perusahaan.

O&M service contracts are strategic instruments for maintaining reliability and cost efficiency through Service Level Agreements (SLAs). However, the decline in thermal efficiency and O&M service revenue in 2022 highlights the need for a more optimal SLA design. The current system remains evaluative and has not yet provided predictive early warning capabilities for potential failures. This study aims to develop an objective and quantitative SLA evaluation to enhance the effectiveness of power plant O&M service contracts. Specifically, this research: (1) maps and evaluates SLA achievements to obtain optimal performance; (2) estimates the risk and timing of SLA failures along with their determinants; and (3) formulates recommendations for improving SLA design and contract schemes, namely incentive and penalty schemes aligned with operational and non-operational performance targets. The study utilizes internal data on the realization of four primary operational indicators: Equivalent Availability Factor (EAF), Equivalent Forced Outage Rate (EFOR), Net Capacity Factor (NCF), and Net Plant Heat Rate (NPHR). The first stage employs Grey Relational Analysis (GRA) to rank performance through the Grey Relational Grade (GRG) composite score under limited data conditions. The second stage applies Survival analysis to model time-to-event risks and identify covariates influencing contract resilience. The results identify thermal efficiency (NPHR) as the primary Bottleneck across all power plant units. Survival modeling proves that improving historical performance quality can reduce the risk of SLA failure by up to 78.97% (OR: 0.2103; AUC: 0.839). Although this study does not directly estimate monetary savings in currency terms, the findings provide a quantitative basis for narrowing operational cost exposure, reducing contractual penalty risk, and sharpening the prioritization of O&M resource allocation. These results are further integrated into adaptive incentive–penalty recommendations and performance–risk quadrant mapping, enabling O&M contract governance to shift from a reactive approach toward a more measurable risk-based preventive monitoring framework that supports both operational and financial decision-making.
