Abstract

Berdasarkan Peraturan Presiden No. 95 Tahun 2018 tentang Sistem Pemerintah Berbasis Elektronik (SPBE) atau E-Government, seluruh instansi pemerintah didorong untuk memanfaatkan teknologi informasi dan komunikasi. Dispendukcapil Surabaya mengembangkan KLAMPID sebagai salah satu inisiatif yang mengubah proses bisnis utama mereka dari sistem konvensional menjadi digital. Perubahan ini masih mendatangkan banyak keluhan yang disampaikan oleh masyarakat. Inisiatif yang tidak didasarkan pada konteks dan kapabilitas organisasi akan menyebabkan kontribusi terhadap pencapaian tujuan organisasi menjadi tidak teridentifikasi. Oleh karena itu penting bagi suatu organisasi untuk mempersiapkan adopsi BPM. Pada penelitian ini digunakan BPM Billboard untuk menyelaraskan inisiatif BPM dengan tujuan organisasi, faktor konteks, dan kapabilitas Dispendukcapil Surabaya. BPM Billboard berperan menghubungkan inisiatif BPM ke serangkaian tujuan strategis yang jelas dan dengan mempertimbangkan konteks situasional organisasi, organisasi dapat mendefinisikan portofolio proyek yang secara sistematis mengembangkan kapabilitas organisasi untuk mendukung tujuan strategisnya. Penelitian ini diawali dengan identifikasi permasalahan untuk memahami permasalahan dan konteks organisasi Dispendukcapil, lalu pengumpulan data dilakukan dengan metode wawancara pada pihak Dispendukcapil dan pengumpulan dokumen pendukung, selanjutnya data yang diperoleh dikumpulkan untuk dilakukan pengodean dan analisis pola kata, menghasilkan narasi yang merepresentasikan keadaan organisasi berdasarkan lima bagian BPM Billboard. Penyusunan BPM Billboard berdasarkan hasil analisis meliputi lima bagian antara lain strategy, context, capabilities, projects, dan results. BPM billboard digunakan secara berkelanjutan untuk memantau proyek atau program dalam rangka peningkatan dan perbaikan. Tiap proyek secara sistematis mengembangkan kapabilitas organisasi untuk mendukung tujuan strategisnya. Berdasarkan analisis yang dilakukan, lima strategies, lima contexts, 16 capabilities, 21 projects, dan 17 results telah terpetakan. Berdasarkan hasil pemetaan lima bagian BPM Billboard dapat disimpulkan bahwa inisiatif Dispendukcapil masih belum sepenuhnya terlihat kontribusi terhadap tujuan strategis. Capability area process architecture management dan BPM standards, conventions, and guidelines merupakan prioritas utama dalam mengembangkan kapabilitas Dispendukcapil, sedangkan BPM quality control dan BPM analysis and redesign merupakan kapabilitas pendukung setelah prioritas utama dikembangkan.

Based on Presidential Regulation No. 95 of 2018 concerning the Electronic-Based Government System (SPBE) or E-Government, all government agencies support the use of information and communication technology. The Surabaya City Office for Population Administration & Civil Registration (COPACR) developed KLAMPID as one of the initiatives that changed their main business processes from conventional systems to digital ones. This change is still got lot of complaints submitted by the community. Initiatives that are not based on organizational context and capabilities will cause contributions to organizational goals to be unidentified. It is therefore important for an organization to prepare for the adoption of BPM. In this study, BPM Billboard used to align BPM initiative factors with the organizational goals, context, and capabilities of the Surabaya COPACR. BPM Billboard's role is to link BPM initiatives to a clear set of strategic objectives and considering the situational context of the organization, the organization can define a portfolio of projects that systematically develop the organization's capabilities to support its strategic goals. This research begins with the identification of problems to understand the problems and context of the Dispendukcapil organization, then data collection is carried out by interviewing the Dispendukcapil and collecting supporting documents, then the data obtained is collected for coding and analysis of word patterns, producing a narrative that represents the state of the organization based on five elements of BPM Billboard. The preparation of BPM Billboard based on the analysis results includes five parts, including strategy, context, capabilities, projects, and results. BPM Billboard is used on continuous basis to monitor projects or programs for improvement. Each project systematically develops the organization's capabilities to support its strategic objectives. Based on the analysis conducted, five strategies, five contexts, 16 capabilities, 21 projects, and 17 results have been mapped. Based on the results of the mapping of the five elements of BPM Billboard, it can be concluded that the COPACR's initiatives has not yet fully seen its contribution to strategic goals. Process architecture management and BPM standards, conventions, and guidelines are the main priorities in developing COPACR capabilities, while BPM quality control and BPM analysis and redesign are supporting capabilities after the main priorities are developed.
