Abstract
Sektor pariwisata merupakan salah satu sektor yang memberikan kontribusi besar bagi perekonomian di Indonesia. Salah satu jenis pariwisata yang sedang dikembangkan di Indonesia khususnya di Bali adalah Health and Wellness Tourism. Pemilihan strategi pengembangan pariwisata merupakan tantangan karena melibatkan banyak kriteria dan ketidakpastian informasi. Oleh karena itu, diperlukan metode pengambilan keputusan yang mampu mengakomodasi ketidakpastian tersebut. Dalam penelitian ini, dilakukan pemilihan strategi pengembangan Health and Wellness Tourism di Bali menggunakan metode kombinasi yaitu analisis SWOT dan metode HFL AHP-HFL MABAC. Analisis SWOT digunakan untuk mengidentifikasi faktor-faktor strategis, sedangkan HFL AHP digunakan untuk menentukan bobot kriteria dan HFL MABAC digunakan untuk merangking strategi. HFL digunakan untuk menangani ketidakpastian informasi dalam bentuk linguistic term. Hasil penelitian menunjukkan bahwa strategi SO (Strengths-Opportunities) memiliki peringkat tertinggi yang terdiri dari strategi S1O1 (Memanfaatkan keindahan alam dan budaya Bali untuk mempromosikan Health and Wellness Tourism), strategi S3O1 (Mengembangkan infrastruktur pendukung untuk meningkatkan aksesibilitas dan kenyamanan wisatawan), dan strategi S4O2 (Meningkatkan kualitas layanan untuk menarik wisatawan).

The tourism sector is one of the sectors that contributes significantly to the economy in Indonesia. One type of tourism that is being developed in Indonesia, especially in Bali, is Health and Wellness Tourism. Choosing a tourism development strategy is a challenge because it involves many criteria and information uncertainty. Therefore, a decision-making method capable of accommodating this uncertainty is needed. In this study, a strategy for developing Health and Wellness Tourism in Bali was selected using a combined method, namely SWOT analysis and the HFL AHP-HFL MABAC method. SWOT analysis is used to identify strategic factors, while HFL AHP is used to determine criteria weights and HFL MABAC is used to rank strategies. HFL is used to handle information uncertainty in the form of linguistic terms. The results showed that the SO (Strengths-Opportunities) strategy had the highest ranking, consisting of the S1O1 strategy (Utilizing Bali's natural beauty and culture to promote Health and Wellness Tourism), the S3O1 strategy (Developing supporting infrastructure to improve accessibility and tourist comfort), and the S4O2 strategy (Improving service quality to attract tourists).
