Abstract

Kestabilan sistem tenaga listrik merupakan kemampuan sebuah sistem untuk menjaga kondisi operasi yang seimbang dan kembali ke kondisi normal ketika terjadi gangguan. Salah satu contoh gangguan yang terjadi yaitu menurunnya frekuensi karena ketidakseimbangan antara daya aktif yang dibangkitkan generator dengan konsumsi beban. Hal tersebut akan menimbulkan permasalahan yang fatal bagi industri jika tidak diatasi dengan cepat dan tepat. Begitu pula dengan PT Pertamina Refinery Unit (RU) III Plaju sebagai badan usaha yang bergerak dalam mengelola minyak, kestabilan sistem menjadi suatu hal yang krusial. Salah satu cara untuk menjaga kestabilan sistem ketika terjadi gangguan yaitu dengan melakukan pelepasan beban atau sering disebut dengan load shedding. Saat ini, PT Pertamina Refinery Unit (RU) III Plaju telah menerapkan skenario load shedding frekuensi tiga langakah. Namun skenario tersebut memicu kejadian load shedding hingga tahap 3. Untuk mengatasi permasalahan tersebut dilakukan evaluasi sistem load shedding agar memberikan keamanan apabila terjadi gangguan besar secara tiba-tiba. Pada pengerjaan tugas akhir, skenario load shedding dirancang dengan membandingkan metode frequency-based dan metode status-indicated. Dalam menguji perancangan sistem telah dilakukan simulasi menggunakan software ETAP 12.6. Lalu hasil simulasi yang didapat berupa respon frekuensi, power mechanical, power electrical dan tegangan. Sehingga diperoleh sebuah rekomendasi metode status indicated sebagai motode utama dan frequency-based sebagai backup jika terjadi kegagalan.

The stability of the electric power system is the ability of the system to maintain a balanced operating condition and return to normal conditions when a disturbance occurs. One example of a disturbance is a decrease in frequency due to an imbalance between the power generated by the generator and the consumption of the load. This incident will become a problem for the industry if it's not resolved quickly and appropriately. Not much different, PT Pertamina Refinery Unit (RU) III Plaju as a business entity engaged in managing oil, system stability is crucial thing. One way to maintain system stability when a disturbance occurs is to perform load shedding. Current condition, PT Pertamina Refinery Unit (RU) III Plaju has implemented a three-step frequency load shedding scenario. However, this scenario triggers a load shedding event up to stage 3. So, to overcome this problem, an evaluation of the load shedding system is carried out to provide security in the event of major disturbance suddenly. In the final project, the load shedding scenario is designed by comparing the frequency-based method with the status-indicated method. In testing the system design, a simulation using the ETAP 12.6 software. Then the simulation results are frequency response, mechanical power, electrical power, and voltage. The conclusion can be recommended the status indicated method as the primary method and frequency-based as a backup in case of failure.
