Abstract
Program Refinery Development Master Plan (RDMP) di PT XYZ meningkatkan kapasitas pengolahan kilang dari 125 MBPSD menjadi 150 MBPSD. Peningkatan tersebut menimbulkan permasalahan baru, yaitu munculnya produk solar dengan tampilan visual cloudy yang menyimpang dari spesifikasi Clear & Bright Ditjen Migas, dengan persentase mencapai 41% pada periode 2023–Januari 2024. Pengambilan keputusan untuk mengatasi permasalahan ini selama ini hanya mengandalkan satu kriteria dominan sehingga dinilai belum optimal. Penelitian ini bertujuan untuk mengidentifikasi kriteria pengambilan keputusan, mengembangkan model integrasi metode Best-Worst Method (BWM) dan Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS), serta menghasilkan rekomendasi alternatif terbaik berdasarkan pertimbangan multikriteria. Penelitian menggunakan pendekatan kuantitatif dengan pengumpulan data primer melalui Focus Group Discussion (FGD) bersama para ahli dari fungsi Process Engineering, RBO, dan Produksi. Tujuh kriteria dirumuskan, yaitu waktu instalasi, biaya, cara pengoperasian, cara penanganan, dampak, perawatan, dan risiko operasional. Empat alternatif teknis dievaluasi, yaitu instalasi water removal equipment (A1), injeksi chemical dehazer (A2), upgrading clay treater menjadi salt dryer (A3), dan revamp salt dryer (A4). Metode BWM digunakan untuk menghitung bobot kriteria, sedangkan TOPSIS untuk menentukan peringkat alternatif, dilengkapi analisis sensitivitas untuk menguji kestabilan hasil. Hasil penelitian menunjukkan bahwa kriteria dampak (impact) memperoleh bobot tertinggi sebesar 0,2532, diikuti biaya (0,2476) dan waktu instalasi (0,2300). Perhitungan TOPSIS menempatkan upgrading clay treater menjadi salt dryer (A3) sebagai alternatif terbaik dengan nilai preferensi 0,7748, diikuti A2 (0,7422), A1 (0,4042), dan A4 (0,1497). Analisis sensitivitas membuktikan model BWM-TOPSIS tergolong robust terhadap perubahan bobot kriteria. Penelitian ini memberikan kontribusi praktis berupa solusi konkret terhadap permasalahan solar cloudy di kilang XYZ, sekaligus kontribusi teoritis berupa pengembangan model integrasi BWM-TOPSIS untuk pengambilan keputusan multikriteria di industri pengolahan migas.

The Refinery Development Master Plan (RDMP) program at PT XYZ has successfully increased refinery processing capacity from 125 MBPSD to 150 MBPSD. However, this capacity expansion has introduced a new quality issue, namely the emergence of diesel fuel products with a cloudy visual appearance that deviates from the Clear & Bright specification established by the Directorate General of Oil and Gas, reaching a proportion of 41% during the period from 2023 to January 2024. To date, decision-making to address this issue has relied solely on a single dominant criterion, which is considered suboptimal. This study aims to identify the relevant decision-making criteria, develop an integrated Best-Worst Method (BWM) and Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) model, and generate the best alternative recommendation based on multi-criteria considerations. This research employed a quantitative approach using primary data collected through a Focus Group Discussion (FGD) involving experts from the Process Engineering, Refinery Business Optimization (RBO), and Production functions. Seven decision-making criteria were formulated, namely installation time, cost, operation, handling, impact, maintenance, and operational risk. Four technical alternatives were evaluated: installation of water removal equipment (A1), injection of chemical dehazer (A2), upgrading the clay treater into a salt dryer (A3), and revamping the existing salt dryer (A4). The BWM was utilized to determine the criteria weights, while TOPSIS was applied to rank the alternatives, complemented by a sensitivity analysis to test the robustness of the results. The findings indicate that the impact criterion obtained the highest weight (0.2532), followed by cost (0.2476) and installation time (0.2300). The TOPSIS calculation identified upgrading the clay treater into a salt dryer (A3) as the most preferred alternative, with a preference value of 0.7748, followed by A2 (0.7422), A1 (0.4042), and A4 (0.1497). Furthermore, the sensitivity analysis confirmed that the integrated BWM-TOPSIS model is robust against changes in criteria weights. This study provides practical contributions in the form of a concrete solution to the cloudy diesel issue at the XYZ refinery, as well as theoretical contributions through the development of an integrated BWM-TOPSIS model for multi-criteria decision-making in the oil and gas processing industry.
