Abstract

Kabupaten Blitar memiliki potensi sumber daya alam yang melimpah, dengan pertanian yang unggul. Hasil pertanian selain untuk memenuhi kebutuhan penduduk wilayah Kabupaten Blitar sendiri juga untuk kebutuhan daerah lainnya. Namun, masih terdapat permasalahan yaitu terkait dengan distribusi pemasaran hasil pertanian Kabupaten Blitar seperti; (1) keterbatasan layanan informasi pasar, (2) keterbatasan pelayanan tentang informasi harga, dan (3) rantai tata niaga relatif panjang, sehingga harga yang diterima petani sangat rendah dan berbanding terbalik ketika harga sampai pada konsumen. Penelitian ini dilakukan untuk menyusun arahan pengembangan Sub Terminal Agribisnis dalam mengoptimalkan distribusi hasil pertanian di Kabupaten Blitar. Metode yang digunakan adalah metode content analysis untuk sasaran pertama, yaitu mengidentifikasi faktor-faktor yang berpengaruh dalam pengembangan Sub Terminal Agribisnis (STA) dalam mengoptimalkan distribusi hasil pertanian di Kabupaten Blitar, kemudian analisis AHP untuk sasaran kedua yaitu menentukan faktor prioritas yang mempengaruhi pengembangan Sub Terminal Agribisnis (STA) dalam mengoptimalkan distribusi hasil pertanian di Kabupaten Blitar. Tahap analisis terakhir yaitu metode triangulasi untuk sasaran ketiga yaitu merumuskan arahan pengembangan pengembangan Sub Terminal Agribisnis (STA) dalam mengoptimalkan distribusi hasil pertanian di Kabupaten Blitar. Hasil dari penelitian diketahui bahwa arahan pengembangan berfokus pada pengoptimalkan kebijakan pertanian di Kabupaten Blitar melalui realisasi program-program yang direncanakan dalam dokumen pendukung, Kedua berfokus pada peningkatan kapasitas sumber daya manusia yang terlibat dalam Pengembangan Sub Terminal Agribisnis, Ketiga berfokus pada peningkatkan akses informasi pasar melalui konsep market information accessibility capacity yang dilakukan dengan FGD (Focus Group Discussion) dan pelatihan sehingga dapat meningkatkan akses dalam mencari infromasi pasar.

Blitar Regency has abundant natural resource potential, with superior agriculture. Agricultural products in addition to meeting the needs of the population of the Blitar Regency itself are also for the needs of other regions. However, there are still problems related to the distribution of marketing of agricultural products in Blitar Regency such as; (1) limited market information services, (2) limited service on price information, and (3) the trade chain is relatively long, so the price received by farmers is very low and inversely proportional to when the price reaches the consumer. This research was conducted to develop directions for the development of Agribusiness Sub Terminals in optimizing the distribution of agricultural products in the Blitar Regency. The method used is the content analysis method for the first target, which is to identify the factors that influence the development of the Agribusiness Sub Terminal (STA) in optimizing the distribution of agricultural products in Blitar Regency, then the AHP analysis for the second target, namely determining the priority factors that affect the development of the Sub Terminal Agribusiness (STA) in optimizing the distribution of agricultural products in Blitar Regency. The final analysis stage is the triangulation method for the third target, which is to formulate directions for the development of Agribusiness Sub Terminals (STA) in optimizing the distribution of agricultural products in the Blitar Regency. The results of the study show that the direction of development focuses on optimization policies in Blitar Regency through the realization of programs planned in supporting documents, second focuses on increasing the capacity of human resources involved in the Development of Agribusiness Sub Terminals, third focuses on increasing access to market information through market concepts. Information accessibility capacity is carried out by FGD (Focus Group Discussion) and training to increase access to finding market information.
