Abstract
PT X sebagai salah satu penyedia infrastruktur telekomunikasi terbesar di Indonesia berperan penting dalam menjaga kinerja jaringan tersebut melalui kegiatan preventive maintenance (PM) yang dilakukan secara rutin. Namun, tingginya jumlah trouble ticket di beberapa regional, terutama Sumatera Bagian Utara, menunjukkan bahwa kegiatan PM belum sepenuhnya efektif dalam mencegah gangguan jaringan. Kondisi ini mengindikasikan perlunya penerapan pendekatan manajemen risiko yang terintegrasi untuk meningkatkan efektivitas kegiatan maintenance. Penelitian ini bertujuan untuk mengidentifikasi, mengevaluasi, dan memberikan rekomendasi penanganan risiko pada aktivitas maintenance fiber optik PT X. Metode Risk Based Performance Management (RBPM) digunakan untuk mengintegrasikan manajemen risiko dengan kinerja perusahaan kemudian analisis risiko dilakukan menggunakan Failure Mode and Effect Analysis (FMEA) untuk mengidentifikasi mode kegagalan, menentukan Risk Priority Number (RPN), serta menyusun strategi mitigasi yang sesuai dengan profil risiko yang ditemukan. Hasil identifikasi menunjukkan terdapat 20 risiko yang dapat mempengaruhi ketercapaian 2 KPI maintenance fiber optik PT X. Dari 20 risiko yang teridentifikasi terdapat 2 extreme risks, 7 high risks, 8 medium risks, dan 3 yang tergolong low risks. Berdasarkan prinsip pareto, didapatkan total 12 risiko prioritas dengan avoid dan mitigate risk sebagai metode penanganan risiko yang dipilih. Dengan rekomendasi penanganan risiko yang diberikan pada penelitian ini, diharapkan PT X dapat meningkatkan kepuasan pelanggan dan kinerja PT X dengan mengurangi jumlah trouble ticket yang menimbulkan perlunya tambahan aktivitas corrective maintenance (CM) yang memerlukan biaya tambahan. Penelitian ini sekaligus membantu PT X dalam mengidentifikasi risiko dan risiko prioritas selama aktivitas maintenance fiber optik berlangsung.

As one of the largest telecommunications infrastructure providers in Indonesia, PT X plays a crucial role in maintaining network performance through routine preventive maintenance (PM) activities. However, the high number of trouble tickets in several regions, particularly North Sumatra, indicates that PM activities have not been fully effective in preventing network disruptions. This situation highlights the need to implement an integrated risk management approach to enhance the effectiveness of maintenance activities. This study aims to identify, evaluate, and provide recommendations for risk management in PT X’s fiber optic maintenance activities. The Risk-Based Performance Management (RBPM) method was used to integrate risk management with company performance; risk analysis was then conducted using Failure Mode and Effect Analysis (FMEA) to identify failure modes, determine the Risk Priority Number (RPN), and develop mitigation strategies aligned with the identified risk profiles. The results of the identification process indicate that there are 20 risks that could affect the achievement of PT X’s two fiber optic maintenance KPIs. Of the 20 identified risks, there are 2 extreme risks, 7 high risks, 8 medium risks, and 3 low risks. Based on the Pareto principle, a total of 12 priority risks were identified, with “avoid” and “mitigate” selected as the risk management methods. With the risk management recommendations provided in this study, it is hoped that PT X can improve customer satisfaction and PT X’s performance by reducing the number of trouble tickets that necessitate additional corrective maintenance (CM) activities, which incur extra costs. This study also assists PT X in identifying risks and priority risks during fiber optic maintenance activities.
