Abstract

Perkembangan urbanisasi di Kota Surabaya mendorong ekspansi lahan terbangun yang menekan ketersediaan Ruang Terbuka Hijau (RTH). Analisis citra Landsat 8 OLI/TIRS periode 2021–2025 menunjukkan bahwa rata-rata NDVI tahunan mencapai nilai minimumnya pada periode 2023–2024, mengindikasikan tren penurunan tutupan vegetasi. Kondisi ini mengindikasikan kebutuhan akan sistem identifikasi lokasi prioritas pengembangan RTH yang mengintegrasikan dimensi ekologis, termal, sosial, dan kesiapan lahan secara terpadu, sehingga perencanaan RTH dapat didukung oleh landasan spasial-legal yang operasional dan berbasis data aktual. Penelitian ini bertujuan untuk mengidentifikasi lokasi prioritas pengembangan RTH dan mengevaluasi dinamika perubahan tutupan vegetasi di Kota Surabaya melalui integrasi analisis penginderaan jauh, Sistem Informasi Geografis (SIG), dan pendekatan Integrated Land Management (ILM). Evaluasi dinamika vegetasi menggunakan citra Landsat 8 OLI/TIRS Level-2 yang diolah di Google Earth Engine (GEE) menunjukkan luasan RTH berfluktuasi pada kisaran 41,93%–43,07% dari total luas wilayah, dengan penambahan neto sebesar 215,35 Ha selama periode analisis. Analisis prioritas pengembangan dilakukan melalui teknik spatial overlay tanpa pembobotan diferensial dengan menjumlahkan skor tiga parameter utama: aspek biologis berupa Normalized Difference Vegetation Index (NDVI), aspek fisik berupa Temperature Humidity Index (THI) yang diturunkan dari Land Surface Temperature (LST) dan Relative Humidity (RH), serta aspek sosial berupa kepadatan penduduk. Hasil analisis prioritas divalidasi menggunakan pendekatan ILM melalui tiga komponen terintegrasi: land tenure dan land use dianalisis menggunakan data persil bidang tanah dari platform Bhumi ATR/BPN (bhumi.atrbpn.go.id) yang mencakup status hak atas tanah, tutupan lahan aktual, dan Zona Nilai Tanah (ZNT); sedangkan land development dilakukan melalui overlay titik prioritas terhadap peta Rencana Detail Tata Ruang (RDTR) Kota Surabaya serta integrasi hasil kedua komponen sebelumnya. Dari 54 titik prioritas yang teridentifikasi, 2 titik (3,7%) tergolong Feasible, 24 titik (44,4%) Conditionally Feasible, dan 28 titik (51,9%) Not Feasible. Seluruh keluaran penelitian disajikan melalui platform WebGIS berbasis Next.js yang dapat diakses publik melalui https://greenscape-surabaya.vercel.app/ sebagai sistem pendukung keputusan spasial dalam perencanaan dan pengelolaan RTH Kota Surabaya.

The urbanization process in Surabaya City has driven the expansion of built-up areas, placing sustained pressure on the availability of Urban Green Space (UGS). Analysis of Landsat 8 OLI/TIRS imagery for the 2021–2025 period indicates a declining trend in vegetation cover, with mean annual NDVI reaching its minimum during 2023–2024, underscoring the need for a priority location identification system that integrates ecological, thermal, social, and land readiness dimensions within an operational spatio-legal framework. This study aims to identify priority locations for UGS development and evaluate vegetation cover dynamics in Surabaya City through the integration of remote sensing analysis, Geographic Information Systems (GIS), and the Integrated Land Management (ILM) approach. Vegetation dynamics analysis using Landsat 8 OLI/TIRS Level-2 imagery processed in Google Earth Engine (GEE) reveals that UGS area fluctuated within the range of 41.93%–43.07% of the total city area, with a net increase of 215.35 Ha over the study period. Priority development analysis was conducted using a spatial overlay technique without differential weighting by accumulating scores of three main parameters: the biological aspect represented by the Normalized Difference Vegetation Index (NDVI), the physical aspect represented by the Temperature Humidity Index (THI) derived from Land Surface Temperature (LST) and Relative Humidity (RH), and the social aspect represented by population density. The priority analysis results were validated using the ILM approach through three integrated components: land tenure and land use were analyzed using cadastral parcel data from the Bhumi ATR/BPN platform (bhumi.atrbpn.go.id) encompassing land rights status, actual land cover, and Land Value Zone (ZNT); while land development was conducted through spatial overlay of priority points against the Detailed Spatial Plan (RDTR) of Surabaya City and integration of both preceding components. Of the 54 identified priority locations, 2 points (3.7%) are classified as Feasible, 24 points (44.4%) as Conditionally Feasible, and 28 points (51.9%) as Not Feasible. All research outputs are presented through a Next.js-based WebGIS platform publicly accessible at https://greenscape-surabaya.vercel.app/ as a spatial decision support system for UGS planning and management in Surabaya City.
