Abstract
Pembangunan apartemen di Kota Surabaya terus mengalami peningkatan dengan target pasar generasi milenial yang menyumbang 25,04% dari jumlah penduduk Kota Surabaya. Namun, pasokan apartemen di Kota Surabaya sudah over supply, artinya sekarang masih banyak unit apartemen yang masih ditawarkan kepada konsumen. Sementara itu, generasi milenial memiliki kebiasaan dan gaya hidup yang berbeda dari generasi sebelum – sebelumnya. Perbedaan tersebut juga termasuk perbedaan preferensi dalam memilih lokasi apartemen yang akan mempengaruhi penyediaan apartemen kedepannya. Maka dari itu, tujuan dari penelitian ini adalah menentukan kriteria lokasi apartemen di Kota Surabaya berdasarkan preferensi generasi milenial. Penelitian ini menggunakan dua teknik analisis, yang pertama menggunakan Analisis Delphi untuk mengidentifikasi dan memvalidasi variabel penelitian, Selanjutnya dilakukan menggunakan Teknik analisis pembobotan (skala likert) yang bertujuan untuk mengukur sikap, pendapat dan persepsi seseorang atau sekelompok orang tentang suatu fenomena. Dari kedua metode tersebut akan dikombinasikan untuk mendapatkan hasil kriteria penentuan lokasi apartemen di Kota Surabaya berdasarkan preferensi generasi milenial. Berdasarkan hasil analisis ditemukan bahwa, generasi milenial di Kota Surabaya memberikan nilai sangat berpengaruh dalam penentuan lokasi apartemen, yaitu; ketersediaan jaringan jalan, keamanan, jaringan telekomunikasi atau internet, jaringan air bersih, parkir yang luas, fasilitas Kesehatan, bebas polusi, harga apartemen, maintenance building, olahraga, service charge, estetika apartemen. Sedangkan kriteria dekat pusat perbelanjaan dan ruang terbuka hijau mendapatkan berpengaruh dalam penentuan lokasi apartemen. Selain itu, kriteria kolam renang hanya mendapatkan nilai cukup berpengaruh dalam penentuan lokasi apartemen.

Apartment development in Surabaya City continues to increase with the target market being the millennial generation, which accounts for 25.04% of the total population of Surabaya City. However, the supply of apartments in Surabaya City is already over supply, meaning that now there are still many apartment units that are still being offered to consumers. Meanwhile, the millennial generation has different habits and lifestyles from previous generations. These differences also include differences in preferences in choosing apartment locations which will affect the provision of apartments in the future. Therefore, the purpose of this study is to determine the criteria for the location of apartments in Surabaya City based on the preferences of the millennial generation. This study uses two analytical techniques, the first using Delphi analysis to identify and validate research variables, then carried out using a weighting analysis technique (Likert scale) which aims to measure attitudes, opinions and perceptions of a person or group of people about a phenomenon. The two methods will be combined to get the results of the criteria for determining the location of apartments in Surabaya City based on the preferences of the millennial generation. Based on the results of the analysis, it was found that the millennial generation in Surabaya City gave a very influential value in determining the location of apartments, namely; availability of road network, security, telecommunications network or internet, clean water network, spacious parking, health facilities, pollution free, apartment prices, building maintenance, sports, service charge, apartment aesthetics. While the criteria near shopping centers and green open spaces have an effect in determining the location of apartments. In addition, the criteria for the swimming pool only get a value that is quite influential in determining the location of the apartment
