Abstract
Low carbon city merupakan pengembangan kota berkelanjutan yang berfokus pada pengurangan dampak pencemaran udara yang berasal dari emisi karbon dengan cara meminimalkan atau meniadakan pemanfaatan energi yang bersumber dari bahan bakar fosil dengan beralih ke energy terbarukan, perubahan struktur kota dan mendaur ulang sampah untuk menghijaukan kembali lingkungan. Kota Surabaya juga merupakan kota yang berkomitmen untuk mempertahankan ciri khasnya sebagai kota terbaik di Indonesia untuk pengelolaan lingkungan. Hal tersebut tercantum dalam visi Kota Surabaya tahun 2016-2021 yaitu “Surabaya Kota Sentosa yang Berkarakter dan Berdayasaing Global Berbasis Ekologi”. Namun, pada tahun 2019, sektor transportasi memiliki total emisi tahunan 2.267.661 Gg CO2/tahun. Hal tersebut menunjukkan bahwa, perkembangan trasnportasi di Kota Surabaya tidak sejalan dengan Visi yang telah dibuat. Dengan mengaplikasikan strategi pengembangan low carbon city yang berfokus pada pengurangan emisi gas karbon yang dikeluarkan dari berbagai aktifitas manusia, terutama dalam aspek transportasi, diharapkan dapat mengurangi permasalahan emisi karbon, permasalahan perkotaan, dan dapat mewujudkan visi Kota Surabaya, serta dapat meningkatkan kesejahteraan masyarakat Kota Surabaya. Penelitian ini terdiri dari 3 tahapan, tahap pertama membahas analisis turunan kebijakan yang menggunakan RTRW Kota Surabaya, RDTRK Kota Surabaya, dan Rentra DISHUB. Tahap kedua membahas gap variable pengembangan low carbon transportation antara kondisi transportasi eksisting dengan bentuk ideal low carbon transportation dari perspektif 96 responden yang berasal dari instansi pemerintahan dan klasterisasi variable tersebut ke dalam empat kuadran IPA. Kemudian, pada tahap ketiga dilakukan penyilangan matrik SWOT untuk mendapatkan strategi pengembangan low carbon transportation yang berasal dari hasil traianggulasi dari studi literatur, kuisioner, dan observasi. Berdasarkan analisis yang telah dilakukan, terdapat delapan kebijakan turunan yang sesuai dengan pengembangan low carbon transportation. Pada analisis kuadran IPA, kuadran satu (Concentrate Here) terdiri dari satu variabel; kuadran dua (Keep the Good Work) terdiri dari delapan variabel; kuadran tiga (Low Priority) terdiri dari lima variabel; dan kuadran empat (Possible Kill) terdiri dari dua variabel. Pada perumusan strategi, didapatkan 12 strategi dan 31 program.

Low carbon city is a sustainable urban development that focuses on reducing the impact of air pollution derived from carbon emissions by minimizing or eliminating the use of energy sourced from fossil fuels by switching to renewable energy, changing the structure of the city and recycling waste to re-green the environment. The city of Surabaya is also a city that is committed to maintaining its characteristics as the best city in Indonesia for environmental management. This is stated in the vision of the City of Surabaya in 2016-2021, namely "Surabaya Sentosa City with Ecological-Based Global Character and Power". However, in 2019, the transportation sector had a total annual emission of 2,267,661 Gg CO2/year. This shows that the development of transportation in the city of Surabaya is not in line with the vision that has been made. By applying a low carbon city development strategy that focuses on reducing carbon gas emissions emitted from various human activities, especially in the transportation aspect, it is hoped that it can reduce carbon emission problems, urban problems, and can realize the vision of the City of Surabaya, and can improve the welfare of the people of the city of Surabaya. This research consists of 3 stages, the first stage discusses the analysis of policy derivatives using the Surabaya City RTRW, Surabaya City RDTRK, and Rentra DISHUB. The second stage discusses the gap in the variable of low carbon transportation development between existing transportation conditions and the ideal form of low carbon transportation from the perspective of 96 respondents from government agencies and clustering these variables into four quadrants of IPA. Then, in the third stage, SWOT matrix crossing was carried out to obtain a strategy for developing low carbon transportation derived from the results of tianggulation from literature studies, questionnaires, and observations. Based on the analysis that has been carried out, there are eight derivative policies that are in accordance with the development of low carbon transportation. In the IPA quadrant analysis, quadrant one (Concentrate Here) consists of one variable; quadrant two (Keep the Good Work) consists of eight variables; quadrant three (Low Priority) consists of five variables; and quadrant four (Possible Kill) consists of two variables. In the formulation of the strategy, 12 strategies and 31 programs were obtained.
