Abstract
Administrasi pertanahan pada bangunan vertikal seperti Rumah Susun Sederhana Sewa (Rusunawa) di Kota Blitar memerlukan pengelolaan data yang mampu merepresentasikan aspek fisik, yuridis, dan temporal. Namun demikian, pencatatan histori sewa masih dilakukan menggunakan spreadsheet, sehingga data riwayat penyewaan tersimpan secara bertumpuk dan menyulitkan penelusuran informasi pada setiap unit hunian. Penelitian ini bertujuan untuk mengembangkan model basis data yuridis-temporal berbasis Land Administration Domain Model (LADM) dengan menerapkan kelas VersionedObject sebagai mekanisme pencatatan riwayat penyewaan unit Rusunawa. Penelitian ini dilakukan melalui perancangan basis data, pemodelan bangunan tiga dimensi, integrasi data fisik dan data yuridis, serta pengembangan Sistem Visualisasi Kadaster 4D melalui platform Cesium. Model tiga dimensi diklasifikasikan menjadi objek fisik yang merepresentasikan kondisi bangunan secara nyata dan objek legal yang merepresentasikan batas volume ruang yang memiliki makna hukum. Integrasi model tersebut digunakan untuk menampilkan hubungan antara ruang hunian, batas legal, dan riwayat penyewaan dari waktu ke waktu. Hasil penelitian menunjukkan bahwa Sistem Visualisasi Kadaster 4D mampu menampilkan objek fisik dan objek legal Rusunawa secara terintegrasi dengan basis data yuridis-temporal. Sistem juga dapat menyajikan informasi riwayat sewa, seperti nama penghuni, periode sewa, nomor hak, dan informasi terkait lainnya untuk setiap unit hunian. Hasil validasi usability test menunjukkan bahwa sistem memperoleh penilaian sangat baik dengan persentase POMP sebesar 88,95%, sehingga berpotensi mendukung pengelolaan informasi hunian secara lebih informatif, terstruktur, dan historis.

Land administration for vertical buildings, such as low-cost rental flats or Rumah Susun Sederhana Sewa (Rusunawa), requires data management that can represent physical, legal, and temporal aspects. In Rusunawa Blitar City, rental history records are still managed using spreadsheets, causing historical data to be stored in a non-integrated format and making it difficult to trace information for each residential unit. This study aims to develop a legal-temporal database model based on the Land Administration Domain Model (LADM) by applying the VersionedObject class as a mechanism for recording the rental history of Rusunawa units. The research was conducted through database design, three-dimensional building modeling, integration of physical and legal data, and development of a 4D cadastral visualization system using the Cesium platform. The three-dimensional model was classified into physical objects, which represent the actual condition of the building, and legal objects, which represent legally defined spatial volume boundaries. The integration of these models enables the system to display the relationship between residential units, legal boundaries, and rental history over time. The results show that the developed 4D cadastral visualization system can display the physical and legal objects of Rusunawa in an integrated manner with the legal-temporal database. The system can also present rental history information for each unit, including tenant names, lease periods, legal right identifiers, and other related information. The results of the usability evaluation indicate that the system achieved an excellent rating, with a POMP score of 88.95%. This suggests that the system has the potential to support housing information management in a more informative and structured manner while preserving historical records.
