Abstract

Meskipun terdapat urgensitas untuk menyediakan ruang terbuka yang aman bagi semua kalangan, pada kenyataannya masih terdapat ruang publik yang tidak sejalan sesuai harapan. Terutama rentannya ruang publik terhadap terjadinya tindak kejahatan, alhasil membatasi penggunanya. Pada penelitian kualitatif ini, dikaji mengenai penerapan prinsip Crime Prevention Through Environmental Design (CPTED) dalam rancangan ruang publik kawasan RW. 08 Kelurahan Bidara Cina, Kecamatan Jatinegara. Dari hasil kuesioner sebagai studi eksplorasi awal, diketahui bahwa ruang publik kawasan RW 08. Bidara Cina memiliki tingkat kerawanan yang tinggi, dengan ruang publik yang dimaksud adalah koridor Jl. Mulia dan koridor Jl. Otto Iskandardinata, sehingga wilayah penelitian dikerucutkan di kedua segmen ini, dengan panjang segmen amatan Jl. Otto Iskandardinata adalah 841 meter dan untuk Jl. Mulia adalah 290 meter. Pengumpulan data primer di wilayah penelitian dilakukan dengan observasi langsung, Exploratory Walk, dan Focus Group Discussion (FGD), diolah menggunakan analisis statistik deskriptif dan content analysis untuk mendapatkan kompilasi kesimpulan akhir dari data kualitatif berdasarkan kategori yang telah ditentukan, dan kemudian menggunakan analisis triangulasi untuk membandingkan hasil data yang telah didapatkan. Hasil akhir berupa rancangan konsep ruang publik dalam memberikan upaya preventif terhadap tindak kejahatan dan aktivitas anti sosial di kedua koridor jalan, berdasarkan evaluasi dan keterkaitan antara kondisi fisik, nonfisik, dan prinsip CPTED yang telah ditelaah sebelumnya. Masih terlihat bahwa kondisi fisik eksisting pada keduanya masih belum dalam kondisi yang optimal atau belum sepenuhnya memenuhi kelima elemen CPTED.

Despite there exists an urgency to provide a safe open space for citizens, in reality there are still public spaces that does not fulfill expectations. Especially the vulnerability to crime within public spaces, thus limiting its users. In this qualitative research, the application of Crime Prevention Through Environmental Design (CPTED) is studied in the design of public spaces in the RW. 08 Bidara Cina area, Jatinegara. From the results of the questionnaire as an initial exploratory study, it is observed that the public space in RW 08. Bidara Cina has a high degree of vulnerability, with the public space in question being the corridor Jl. Mulia and corridor Jl. Otto Iskandardinata. Thus, the research scope is narrowed to examine these two segments. The length of the observed segment for the latter is 841 meters while the former boasts 290 meters. Primary data collection within the research scope was carried out by direct observation, Exploratory Walk, and Focus Group Discussion (FGD), where results were processed with descriptive statistical analysis and content analysis to derive a compilation of final conclusions from qualitative data based on predetermined categories. Subsequently, triangulation analysis was used to compare the results of the obtained data. The final result is a public space concept design constructed to provide preventive measures against crime and anti-social activities in both road corridors, based on the evaluation and interdependencies between physical, non- physical conditions, and the previously studied CPTED principles. However, it is still observable that the existing physical conditions in both corridors are still suboptimal or have not fully satisfy the five elements of CPTED.
