Abstract

Flexible working arrangement merupakan konsep yang telah lama diterapkan dalam lingkungan pekerjaan untuk menyesuaikan jam, durasi, dan lokasi kerja. Melalui perkembangan konseptual dan adopsi sejak abad ke-20, beberapa negara maju telah menetapkan kebijakan umum yang mengatur flexible working arrangement. Namun, banyak negara dalam masa pandemi COVID-19, termasuk Indonesia, terpaksa beradaptasi dengan pelaksanaan Work from Home dalam upaya membatasi transmisi virus. Menggunakan Kota Surabaya sebagai lokasi studi, diketahui di satu sisi bahwa kinerja Aparatur Sipil Negara Pemerintah Kota Surabaya dinilai tidak optimal oleh para aparatur pengawas selama Work from Home. Di sisi yang lain, Badan Kepegawaian Negara Indonesia mulai mengajukan wacana implementasi Work from Anywhere sebagai konsep lanjutan dari Work from Home bagi Aparatur Sipil Negara di seluruh Indonesia sejak bulan Mei 2022. Dengan dibutuhkannya dukungan dari Aparatur Sipil Negara dalam menyukseskan upaya pemerintah Indonesia berorientasi kepada kerja masa depan, maka penelitian ini bertujuan untuk memetakan persepsi dari Aparatur Sipil Negara Pemerintah Kota Surabaya terhadap wacana implementasi Work from Anywhere. Penelitian ini menggunakan metode analisis statistik deskriptif dan tabulasi silang. Analisis statistik deskriptif dimanfaatkan untuk menjawab sasaran penelitian pertama, yaitu merumuskan profil Aparatur Sipil Negara Pemerintah Kota Surabaya, sedangkan analisis tabulasi silang dilakukan untuk menjawab sasaran penelitian kedua, yaitu memetakan persepsi Aparatur Sipil Negara Pemerintah Kota Surabaya terhadap wacana implementasi Work from Anwyhere. Berdasarkan hasil analisis 84 kuesioner online terisi, didapati bahwa dengan setiap variabel yang disilangkan melalui pemetaan persepsi, yaitu karakteristik sosiodemografi, pola pekerjaan, dan faktor-faktor yang mempengaruhi kesediaan melaksanakan Work from Anywhere, Aparatur Sipil Negara Pemerintah Kota Surabaya memiliki kesediaan tinggi dalam melaksanakan Work from Anywhere. Pembahasan lebih lanjut, seperti kebutuhan tempat pekerjaan transit serta pola pergerakan spasial Kota Surabaya, perlu dilakukan untuk menunjang Work from Anywhere.

Flexible working arrangements are work method concepts which have been implemented in work environments to adjust the time, duration and location of work. Through conceptual developments and adoptions since the 20th century, several developed countries have controlled flexible working arrangements within their regulations. However, many other countries within the COVID-19 pandemic period, including Indonesia, were forced to adapt in an attempt to limit viral transmissions. Using Surabaya Municipality as a study case, it was found that the performance of Municipal Civil Apparatuses was regarded by their supervisors as unsatisfactory in one hand. On the other hand, the National Civil Service Agency of Indonesia has been proposing the discourse on Work from Anywhere implementation across Indonesia since May 2022. With the need of support from State Civil Apparatuses to make the attempt of the Indonesian government to orient towards future working a success, this research aims to map the perception of Surabaya Municipal Civil Apparatus towards the discourse on Work from Anywhere implementation. This research uses descriptive statistics and cross tabulation as methods of analysis. Descriptive statistical analyses were utilized to answer the first research target, that is to formulate the profile of Surabaya Municipal Civil Apparatus, whereas cross tabulation analysis was conducted to answer the second research target, that is to map the perception of Surabaya Municipal Civil Apparatus towards the discourse on Work from Anywhere implementation. Based on the analysis results of 84 filled online questionnaire, it was found that with every variable crossed through perception mapping, namely sociodemographic characteristics, work patterns and factors influencing the willingness to conduct Work from Anywhere, the Surabaya Municipal Civil Apparatus possess a high willingness to conduct Work from Anywhere. Further discussions, such as the need of work transit locations in and the spatial movement pattern of Surabaya Municipality, are required to be considered to support Work from Anywhere.
