Abstract
Kelurahan Sukolilo Baru merupakan kelurahan yang masuk kedalam prioritas pertama pada program pemerintah berupa peningkatan kualitas perumahan dan permukiman di Kota Surabaya. Kelurahan Sukolilo baru memiliki luas permukiman kumuh paling luas dari ke delapan wilayah lain yang masuk ke dalam prioritas pertama, pada data RIPJM Bidang Cipta Karya Kota Surabaya target nol persen kumuh di Kota Surabaya akan di terlaksana tahun 2021. Penataan wilayah permukiman kumuh di Kelurahan Sukolilo Baru dilakukan dengan pendekatan konsep eco-settlements melalui indikator yang sudah ditentukan, pendekatan tersebut di dasari dengan kondisi eksisting yang ada pada wilayah tersebut berdekatan dengan laut serta adanya konsep penataan permukiman kumuh pada dokumen RP2KPKP berupa “Penataan dan peningkatan Lingkungan Permukiman Kumuh Kelurahan Sukolilo Baru dengan Pendekatan Eco Settlements” serta tema pengembangan yang apa pada dokumen yang sama berupa “ Tourism area berbasis Eco Settlement”. Tujuan dari penelitian ini yaitu menilai tingkat liveability di Kelurahan Sukolilo Baru berdasarkan dari variabel dan sub variabel dari Eco settlement. Dalam mencapai tujuan tersebut, terdapat dua sasaran dan tahapan analisis yang dilakukan dengan metode pengumpulan data primer yang berasal dari observasi dan penyebaran kuesioner, serta metode pengumpulan data sekunder dari studi literatur dan survei instansi. Pertama, menganalisa variabel yang berpengaruh dalam penilaian implementasi konsep eco settlement pada permukiman kumuh di wilayah pesisir Kelurahan Sukolilo Baru Kecamatan Bulak Kota Surabaya dengan menggunakan analisis Delphi. Kedua, menilai pengimplementaisan konsep eco settlement pada permukiman kumuh di wilayah pesisir Kelurahan Sukolilo Baru Kecamatan Bulak Kota Surabaya berdasarkan preferensi penghuni dengan menggunakan teknik analisis Importance Performance Analysis (IPA) dan juga analisis GAP. Hasil dari penelitian ini yaitu terdapat sembilan sub variabel yang masuk kedalam kuadran kedua yang artinya memiliki kinerja dan performa yang tinggi dan terdapat enam sub variabel yang masuk kedalam kuadran ketiga yang memiliki performa dan kinerja yang rendah. Kemudian hasil perhitungan penilaian implementasi konsep eco settlement pada permukiman kumuh di wilayah pesisir Kelurahan Sukolilo Baru Kecamatan Bulak Kota Surabaya adalah sebesar 82,93 % yang mana memiliki arti bahwa penelitian ini memiliki nilai implementasi konsep eco settlement dalam kategori good atau baik.

Sukolilo Baru Village is a village that is included in the first priority in government programs in the form of improving the quality of housing and settlements in the city of Surabaya. The new Sukolilo Village has the largest slum area of the eight other areas that are included in the first priority, according to RIPJM data for the Human Settlements Sector, Surabaya City, the target of zero percent slums in Surabaya City will be implemented in 2021. Slum area arrangement in Sukolilo Baru Village This approach is carried out using the eco-settlements concept approach through predetermined indicators, the approach is based on the existing conditions in the area adjacent to the sea and the concept of slum settlement arrangement in the RP2KPKP document in the form of "Organizing and improving the Slum Settlement Environment in Sukolilo Baru Village with an Approach Eco Settlements” and what development theme in the same document is “Eco Settlement-based tourism area”. The purpose of this study is to assess the level of liveability in Sukolilo Baru Village based on the variables and sub-variables of Eco settlement. In achieving these objectives, there are two objectives and stages of analysis carried out by primary data collection methods derived from observation and questionnaires, as well as secondary data collection methods from literature studies and agency surveys. First, analyze the variables that influence the assessment of the implementation of the eco- settlement concept in slums in the coastal area of Sukolilo Baru Village, Bulak District, Surabaya City using Delphi analysis. Second, assessing the implementation of the eco- settlement concept in slums in the coastal area of Sukolilo Baru Village, Bulak District, Surabaya City based on residents' preferences by using Importance Performance Analysis (IPA) analysis techniques as well as GAP analysis. The results of this study are that there are nine sub-variables that fall into the second quadrant which means they have high performance and performance and there are six sub-variables that fall into the third quadrant which has low performance and performance. Then the calculation results of the assessment of the implementation of the eco settlement concept in slums in the coastal area of Sukolilo Baru Village, Bulak District, Surabaya City is 82.93% which means that this study has the value of implementing the eco settlement concept in the good or good category.
