Abstract

Salah satu komponen penting dalam perkembangan suatu kampung wisata adalah keterlibatan langsung masyarakat setempat. Kampung Wisata Edukasi Herbal Nginden yang berlokasi di Kelurahan Nginden Jangkungan, Kota Surabaya terbentuk dari inisiasi masyarakat setempat ini memiliki banyak daya tarik wisata, di antaranya yakni: Taman Herbal, Perpustakaan Herbal, Pustaka Budaya dan Bank Sampah. Melihat potensi yang dimiliki dari Kampung Wisata Edukasi Herbal Nginden, maka diperlukan adanya upaya untuk memaksimalkan partisipasi masyarakatnya. Penelitian ini bertujuan untuk merumuskan strategi pengembangan Kampung Wisata Edukasi Herbal Nginden melalui Konsep Community Based Tourism (CBT). Tahapan penelitian ini yang pertama adalah mengidentifikasi karakteristik kampung wisata dengan data yang diambil dari observasi dan in-depth interview yang dianalisa menggunakan metode Content Analysis. Tahapan kedua dalam penelitian ini adalah mengidentifikasi faktor-faktor pendukung dan penghambat pengembangan berdasarkan konsep CBT yang diambil dari hasil observasi dan in-dept interview dan dianalisa menggunakan metode Content Analysis. Tahapan terakhir adalah membuat strategi dengan data hasil sasaran 1 dan hasil sasaran 2 yang dianalisa menggunakan metode SWOT (IFAS EFAS). Berdasarkan hasil analisis diketahui bahwa kondisi eksisting pengembangan pariwisata masih membutuhkan pengembangan khususnya peningkatan partisipasi masyarakat. Sehingga didapatkan strategi sebagai berikut: 1.) Melakukan pengabdian masyarakat dan sosialisasi. 2.) Memasukkan Kampung Wisata Edukasi Herbal Nginden ke dalam DTW Kota Surabaya. 3.) Membuat paket wisata dengan tema utama edukasi herbal. 4.) Memberikan modal usaha dan membantu penyediaan fasilitas. 5.) Membuat program arahan dan perumusan TUPOKSI POKDARWIS.

One of the important components in the development of a tourism village is the direct involvement of the local community. Nginden Herbal Education Tourism Village, which is located in Nginden Jangungan Village, Surabaya City, was formed from the initiation of the local community. It has many tourist attractions, including: Herbal Gardens, Herbal Libraries, Cultural Libraries and Waste Banks. Seeing the potential of the Nginden Herbal Education Tourism Village, it is necessary to make efforts to maximize community participation. This study aims to formulate a strategy for developing Nginden Herbal Education Tourism Village through the concept of Community Based Tourism (CBT). The first stage of this research is to identify the characteristics of the tourist village with data taken from observations and in-depth interviews which were analyzed using the Content Analysis method. The second stage in this research is to identify the supporting and inhibiting factors of development based on the CBT concept taken from the results of observations and in-dept interviews and analyzed using the Content Analysis method. The last stage is to make a strategy with data on the results of target 1 and the results of target 2 which are analyzed using the SWOT method (IFAS EFAS). Based on the results of the analysis, it is known that the existing conditions of tourism development still require development, especially increasing community participation. So that the following strategies are obtained: 1.) Conduct community service and socialization. 2.) Registering Nginden Herbal Education Tourism Village into the DTW of Surabaya City. 3.) Make a tour package with the main theme of herbal education. 4.) Provide business capital and assist in providing facilities. 5.) Create a directive program and formulate POKDARWIS TUPOKSI.
