Abstract
Kecamatan Waru merupakan kecamatan yang berbatasan langsung dengan Kota Surabaya. Kecamatan Waru mengalami dampak dari perluasan kehidupan Surabaya yang mengakibatkan adanya perluasan kawasan permukiman dan industri. Hal ini dapat terjadi karena terbatasnya lahan dan tingginya harga lavan di Surabaya. Oleh karena itu para developer perumahan lebih tertarik untuk membangun perumahan di Kecamatan Waru karena memiliki harga yang relatif lebih murah. Akibatnya terjadi peristiwa baru yaitu adanya peningkatan mobilitas penduduk terutama para pekerja ulang-alik. Tak heran di Kecamatan Waru terutama pada daerah bundaran waru kerap kali terjadi kemacetan di jam-jam tertentu. Tujuan dari penelitian ini adalah untuk mengukur dari potensi implementasi konsep compact city di Kecamatan Waru dalam mengantisipasi urban sprawl. Untuk mencapai tujuan penelitian ini dilakukan tiga tahapan analisis. Pertama, merumuskan variabel compactness di Kecamatan Waru berdasarkan preferensi stakeholder. Kedua, merumuskan model spasial faktor – faktor compactness dengan teknik overlay di ArcGIS. Ketiga, merumuskan potensi dari implementasi dengan metode skala guttman, indeks entropi dan perbandingan. Hasil analisis untuk mengukur kelayakan penerapan kota kompak berdasarkan preferensi stakeholder, dapat disimpulkan bahwa Kecamatan Waru belum memiliki potensi untuk menerapkan konsep kota kompak dikarenakan hasil dari scoring menunjukkan angka 18.52% potensi untuk diimplementasikan di kecamatan ini. Namun Kecamatan Waru memiliki potensi untuk menjadi kota yang kompak di kedepannya dan tentunya memerlukan beberapa koordinasi antar sektor.

Waru is a district which is directly adjacent to the city of Surabaya. Waru district experienced the impact of the expansion of Surabaya life which resulted in the expansion of residential and industrial areas. This could be due to the limited land area and the high price of land in Surabaya. Therefore, housing developers are more interested in building housing in Waru District because it has a relatively cheaper price. As a result, a new event occurred, namely an increase in the mobility of the population, especially the shuttle workers. No wonder in Waru District, especially in the waru roundabout area, traffic jams often occur at certain hours. The purpose of this study was to measure the potential implementation of the compact city concept in Waru District in anticipating urban sprawl. To achieve the objectives of this research, three stages of analysis were carried out. First, formulate the compactness variable in Waru District based on the preferences of stakeholders. Second, formulate a spatial model of the compactness factors using the overlay technique in ArcGIS. Third, formulate the potential of the implementation using the Guttman scale method, entropy index and comparison. The results of the analysis to measure the feasibility of implementing a compact city based on the preferences of stakeholders, it can be concluded that Waru District does not yet have the potential to apply the compact city concept because the results of the scoring show 18.52% potential to be implemented in this district. However, Waru District has the potential to become a compact city in the future and of course requires some coordination between sectors.
