Abstract
Kabupaten Probolinggo memiliki populasi ternak tertinggi ke-6 di Provinsi Jawa Timur didominasi dengan jenis ternak lokal yang terbilang cukup dikenal di Indonesia, didukung dengan luas lahan hijauan pakan ternak yang cukup melimpah, sarana dan prasarana yang cukup memadai, namun memiliki luas lahan ternak yang terbastas. Sektor peternakan berkontribusi terbesar kedua dalam PDRB Kabupaten Probolinggo. Namun, sektor ini belum memenuhi standar kontribusi terhadap PDRB ADHK, dan belum mampu menghasilkan nilai tambah yang besar dalam pengembangan wilayah di Kabupaten Probolinggo, . Tujuan dari penelitian ini adalah merumuskan arahan pengembangan komoditas unggulan sektor peternakan ternak besar di Kabupaten Probolinggo berdasarkan faktor-faktor pengolahan on farm. Untuk mencapai tujuan tersebut, peneliti melakukan 4 tahap analisis. Pertama, menentukan kecamatan dengan kooditas unggulan pada sektor peternakan ternak besar di Kabupaten Probolinggo dengan menggunakan metode analisis Location Quotient dan Shift Share. Kedua, mengetahui faktor-faktor yang berpengaruh terhadap pengembangan sektor peternakan ternak besar di Kabupaten Probolingo dengan menggunakan analsis Delphi. Ketiga, mengetahui variabel berpengaruh dalam pengembangan komoditas unggulan sektor peternakan ternak besar di Kabupaten Proobolingo dengan menggunakan analisis Linkert. Keempat, menentukan arahan pengembangan sektor peternakan ternak besar di Kabupaten Probolonggo dengan menggunakan analisis Triangulasi. Hasil penelitian ini menunjukkan hanya komoditas sapi potong yang tergolong sebagai komoditas unggulan di Kecamatan Paiton, Krejengan, Maron, dan Gending. Selain itu, terdapat 20 variabel yang memiliki pengaruh dalam pengembangan komoditas unggulan sektor peternakan ternak besar di Kabupaten Probolinggo yang terdiri dari 6 variabel priotitas dan 12 variabel sangat prioritas. Dan terdapat 10 arahan pengembangan komoditas sapi potong di Kabupaten Probolinggo sebagai komoditas unggulan.

Probolinggo is a regency which has the 6th highest livestock population in East Java Province, dominated by local livestock species which are quite well known in Indonesia, supported by an area of forage that is quite abundant, adequate facilities and infrastructure, but has a limited area of livestock land. This sector is a sector with the 2nd biggest contribution in PDRB Probolinggo Regency and has not met the standard of contribution on PDRB ADHK. Other than that, the potential of the livestock sector has not been able to produce additional value for the development of the region to.The purpose of this research is to formulate the directive of development of competitive commodity in large-scale livestock animal farm sector in Probolinggo Regency. In order to reach the purpose of this research, the researcher conducted four analysis steps. First, determined the district with competitive commodity of large-scale livestock animal farm sector in Probolinggo Regency by using an analysis method namely Location Quotient and Shift Share. Second, determined the factors that influence towards the development of large- scale livestock animal farm sector in Probolinggo Regency by using a Delphi analysis. Third, determined the influencing variable in the development of competitive commodity in large- scale livestock animal farm sector in Probolinggo Regency by using Linkert analysis. Fourth, determined the directive of development of large-scale livestock animal farm sector in Probolinggo Regency by using Triangulasi analysis. The result of this research shows that only beef cattle commodity are classified as compotitive commodity in the districts of Paiton, Krejengan, Maron, and Gending District. Moreover, there are 20 variables that has influence on the development of competitiv ecommodity of large-scale livestock animal farm sector in Probolinggo Regency which consist of 6 priority variables and 12 very priority variables. And there are 10 directive of development of beef cattle commodity in Probolinggo Regency as competitive commodity.
