Abstract
Penelitian ini berfokus pada RTH di Kawasan Industri Terpadu Batang yang merupakan satu-satunya Proyek Strategis Nasional kawasan industri yang diatur Peraturan Presiden RI No. 109 Tahun 2020 Tentang Percepatan Pelaksanaan Proyek Strategis Nasional. Penelitian ini bertujuan untuk menyusun arahan pengembangan RTH sebagai rekomendasi untuk keberadaan RTH pada kawasan industri dengan konsep Green Blue Open Space. Sebagai fasilitas ruang terbuka yang menyediakan fungsi ekologis, melalui setiap ruang hijau dengan green – blue infrastructure yang terkoneksi secara baik. Green-Blue Infrastructure adalah jaringan interkoneksi komponen lanskap alam dan desain, termasuk badan air dan ruang terbuka hijau yang menyediakan berbagai fungsi seperti penyimpanan air untuk irigasi dan penggunaan industri, pengendalian banjir, dan lahan basah untuk habitat satwa atau penjernihan air. Sehingga perencanaan green blue infrastructure dianggap sebagai salah satu solusi dalam menghadapi isu tidak memadainya ketersediaan RTH, pengendalian air industri, dan ancaman bencana. Metode penelitian menggunakan metode deskriptif kualitatif melalui ketersediaan dan kondisi eksisting RTH sekitar reservoir, menggunakan content analysis untuk faktor yang mempengaruhi pengembangan RTH di reservoir KITB berdasarkan hasil wawancara dengan stakeholder, serta penentuan arahan pengembangan berdasarkan kondisi eksisting dan faktor- faktor yang berpengaruh. Dari hasil analisis ditemukan beberapa arahan pengembangan untuk ruang terbuka industri sesuai dengan Peraturan Menteri Perindustrian Republik Indonesia Nomor 40/M-IND/PER/6/2016 tentang Pedoman Teknis Kawasan Industri peruntukan lahan sebagai ruang terbuka minimal sebesar 10% dari luas lahan yang ada. Serta penyediaan green blue infrastructure untuk memenuhi kebutuhan konsep infrastruktkur RTH kawasan industri terpadu batang yang dapat diadaptasikan dan diterapkan untuk pembangunan kawasan kedepannya.

This research focuses on green open space in the Grand Batang Industrial City which is the only industrial area in the National Strategic Project which is regulated in Peraturan Presiden Number 109 Year 2020 concerning the acceleration of Implementation of National Strategic Projects. This study aims to develop directions for the development of green open space as a recommendation for the existence of green open space in industrial areas with the concept of Green Blue Open Space. As an open space facility that provides ecological functions, every green space with green-blue infrastructure is well connected. Green-Blue Infrastructure is an interconnected network of the natural landscape and design components, including bodies of water and green open spaces, that provide functions such as storage of water for irrigation and industrial use, flood control, and wetlands for animal habitat or water purification. So that the planning of green-blue infrastructure is considered one of the solutions in dealing with the issue of inadequate availability of green open space, industrial water control, and the threat of disaster. The research method uses a qualitative descriptive method through the availability and existing conditions of green open space around the reservoir, by using content analysis for factors that influence the development of green open space in the KITB reservoir based on the results of interviews with stakeholders, and determines the development directions based on existing conditions and influencing factors. From the results of the analysis, it was found several development directions for industrial open space in accordance with the Regulation of the Minister of Industri of the Republic of Indonesia Number 40/M-IND/PER/6/2016 concerning Technical Guidelines for Industrial Estates, land designation as open space is at least 10% of the existing land area. As well as the provision of green-blue infrastructure to meet the needs of the concept of green open space infrastructure for integrated industrial estates that can be adapted and applied for future development.
