Abstract
Penyebaran pandemi Covid-19 berdampak pada seluruh sendi kehidupan, termasuk sektor pariwisata yang memiliki kerentanan tinggi terhadap bencana yang dapat menimbulkan krisis. Dampak dari adanya pandemi Covid-19 juga dirasakan oleh Provinsi Bali sebagai salah satu daerah yang bertumpu pada sektor pariwisata. Kecamatan Kuta sebagai wilayah yang diarahkan pengembangannya sebagai kawasan pariwisata di Bali juga sangat terdampak dari adanya pandemi. Di masa pandemi ini Kecamatan Kuta mengalami keterpurukan di sektor pariwisata, terbukti dari adanya penurunan jumlah wisatawan, penutupan tempat wisata, hingga menurunnya pendapatan dari sektor pariwisata yang berlangsung selama hampir 2 tahun. Hal ini menunjukkan bahwa Kecamatan Kuta tidak memiliki kesiapan dan belum bisa bangkit dari krisis yang ditimbulkan oleh pandemi Covid-19. Berdasarkan hal tersebut, Kecamatan Kuta dirasa perlu menerapkan konsep tourism resilience agar dapat dapat belajar untuk bersiap, beradaptasi, dan bangkit dari berbagai sebuah krisis untuk dapat menyusun rencana pengembangan ke arah yang lebih baik. Penelitian ini bertujuan untuk merumuskan rekomendasi pengembangan pariwisata berdasarkan konsep tourism resilience di Kecamatan Kuta. Untuk mencapai tujuan tersebut penelitian ini memiliki tiga tahapan analisa. Tahap pertama yaitu mengidentifikasi indikator pengembangan pariwisata berdasarkan konsep tourism resilience di Kecamatan Kuta menggunakan teknik analisis delphi. Tahap kedua yaitu menilai karakteristik pariwisata berdasarkan konsep tourism resilience di Kecamatan Kuta menggunakan teknik analisis skoring dengan skala likert. Kemudian, tahap ketiga merumuskan rekomendasi pengembangan pariwisata berdasarkan konsep tourism resilience di Kecamatan Kuta dengan metode analisis deskriptif kualitatif. Hasil akhir dari penelitian ini berupa rekomendasi pengembangan pariwisata berdasarkan konsep tourism resilience di Kecamatan Kuta. Berdasarkan hasil analisis, diketahui bahwa kondisi eksisting resiliensi pariwisata di Kecamatan secara garis besar masih berada pada rentang nilai kurang baik. Komponen pariwisata aksesibilitas dan atraksi memiliki kemampuan untuk bertahan, beradaptasi, dan bertransformasi yang sedikit lebih baik jika dibandingkan dengan komponen amenitas dan ancillary. Sehingga secara keseluruhan perlu bagi Kecamatan Kuta untuk meningkatkan resiliensi pariwisata.

The spread of the Covid-19 pandemic impacts all aspects of life, including the tourism sector, which is highly vulnerable to disasters that can cause a crisis. Bali Province, one of the areas that rely on the tourism sector, also feels the impact of the Covid-19 pandemic. Kuta District is also significantly affected by the pandemic as an area that is directed its development as a tourism area in Bali. During this pandemic, Kuta District experienced a slump in the tourism sector, as evidenced by the decline in the number of tourists, the closure of tourist attractions, to the decline in income from the tourism sector, which lasted for almost two years. This condition shows that the Kuta District does not have the readiness and has not been able to rise from the crisis caused by the Covid-19 pandemic. Based on this, Kuta District feels the need to apply the tourism resilience concept so that they can learn to absorb, adapt, and transform from various crises to be able to develop development plans in a better direction. This study aims to formulate recommendations for tourism development based on the concept of tourism resilience in the Kuta District. This research uses three stages of analysis to achieve the objectives. The first stage is identifying tourism development indicators based on the tourism resilience concept in Kuta District using the Delphi analysis technique. The second stage is to assess the characteristics of tourism based on the concept of resilience tourism in the Kuta District using a scoring analysis technique with a Likert scale. Then, the third stage is to formulate recommendations for tourism development based on the concept of tourism resilience in the Kuta District with a qualitative descriptive analysis method. The result of this research is a recommendation for tourism development based on the concept of tourism resilience in the Kuta District. Based on the analysis results, it is known that the existing condition of the tourism resilience in Kuta District, is still in the range of values that are not good. The accessibility and attraction components have slightly better ability to absorb, adapt, and transform when compared to ancillary and amenity components. So overall, it is necessary for Kuta District to develop tourism resilience.
