Abstract
Perkembangan sektor maritim di Indonesia memerlukan ketersediaan infrastruktur pelabuhan yang andal untuk memastikan distribusi logistik yang lancar baik secara nasional maupun internasional. Pelabuhan Tanjung Perak Surabaya, khususnya di Dermaga Timur Terminal Berlian, menghadapi berbagai tantangan akibat peningkatan volume kontainer dan struktur yang sudah tua. Tantangan-tantangan ini menjadi semakin kompleks di era VUCA (Volatility, Uncertainty, Complexity, Ambiguity), yang menyebabkan keterlambatan dalam pelaksanaan proyek konstruksi, sebagian disebabkan oleh fluktuasi harga material, keterlambatan pasokan, keterbatasan sumber daya, dan kurangnya koordinasi antara pemangku kepentingan. Penelitian ini bertujuan untuk mengidentifikasi faktor-faktor VUCA yang berkontribusi terhadap keterlambatan proyek penguatan Dermaga Timur di Terminal Berlian, serta menganalisis faktor-faktor dominan yang mempengaruhi pelaksanaan proyek. Diharapkan hasil penelitian ini dapat memberikan pemahaman yang lebih komprehensif tentang penyebab keterlambatan dan menjadi dasar untuk merancang strategi mitigasi risiko serta perencanaan yang lebih adaptif. Dengan demikian, studi ini diharapkan dapat mendukung peningkatan efisiensi waktu, biaya, dan keberlanjutan operasional pelabuhan dalam menghadapi dinamika industri maritim.

The development of the maritime sector in Indonesia requires the availability of reliable port infrastructure to ensure smooth logistics distribution both nationally and internationally. The Port of Tanjung Perak Surabaya, particularly at the East Pier of the Berlian Terminal, faces various challenges due to increased container volumes and aging structures. These challenges have become increasingly complex in the era of VUCA (Volatility, Uncertainty, Complexity, Ambiguity), which has caused delays in the implementation of construction projects, partly due to fluctuations in material prices, supply delays, resource constraints, and a lack of coordination between stakeholders. This study aims to identify the VUCA factors that contribute to the delays in the East Pier reinforcement project at Berlian Terminal, as well as to analyze the dominant factors that influence project implementation. It is hoped that the results of this study will provide a more comprehensive understanding of the causes of delays and serve as a basis for designing risk mitigation strategies and more adaptive planning. Thus, this study is expected to support improvements in time efficiency, costs, and port operational sustainability in facing the dynamics of the maritime industry.
