Abstract

Perkembangan layanan digital enterprise menuntut organisasi memiliki strategi rantai pasok yang mampu mendukung fleksibilitas layanan, integrasi fulfillment, dan koordinasi lintas fungsi secara efektif. Salah satu layanan digital enterprise PT Telkom Indonesia adalah Antares Eazy, yaitu layanan bundling perangkat kamera pengawas berbasis IoT dengan konektivitas internet. Namun, implementasi layanan tersebut masih menghadapi tantangan terkait fragmented fulfillment process dan koordinasi operasional. Penelitian ini bertujuan menganalisis kesesuaian antara karakteristik layanan Antares Eazy dan strategi rantai pasok yang diterapkan menggunakan pendekatan Fisher Strategic Fit Framework. Penelitian menggunakan pendekatan expert assessment dengan melibatkan delapan expert dari level strategis dan operasional. Analisis dilakukan melalui pengukuran karakteristik layanan, orientasi strategi rantai pasok, perhitungan Strategic Fit Index (SFI), serta interpretasi strategic gap menggunakan pendekatan relationship matrix yang diadaptasi dari prinsip House of Risk (HOR). Hasil penelitian menunjukkan bahwa layanan Antares Eazy memiliki karakteristik hybrid-innovative digital service dengan strategi rantai pasok yang cenderung lebih responsif dibandingkan dengan karakteristik layanannya. Nilai SFI sebesar 1,31 mengindikasikan terdapat kecenderungan over-responsiveness pada implementasi layanan. Hasil relationship matrix menunjukkan bahwa prioritas perbaikan meliputi penguatan cross-functional governance, peningkatan visibility operasional, dan integrasi fulfillment layanan.

The development of digital enterprise services requires organizations to implement supply chain strategies capable of supporting service flexibility, fulfillment integration, and effective cross-functional coordination. One of the digital enterprise services developed by PT Telkom Indonesia is Antares Eazy, a bundled IoT-based surveillance camera service integrated with internet connectivity. However, the implementation of this service still faces challenges related to fragmented fulfillment processes and operational coordination. This study aims to analyze the alignment between the characteristics of Antares Eazy services and the implemented supply chain strategy using the Fisher Strategic Fit Framework. The study employs a descriptive quantitative approach based on expert assessment involving eight experts from both strategic and operational levels. The analysis was conducted through the assessment of service characteristics, supply chain strategy orientation, calculation of the Strategic Fit Index (SFI), and interpretation of strategic gaps using a relationship matrix approach adapted from the principles of House of Risk (HOR). The findings indicate that Antares Eazy exhibits characteristics of a hybrid-innovative digital service, while the implemented supply chain strategy tends to be more responsive than required by the service characteristics. The SFI value of 1.31 indicates a tendency toward over-responsiveness in the implemented supply chain strategy. Furthermore, the relationship matrix analysis shows that the main improvement priorities include strengthening cross-functional governance, enhancing operational visibility, and integrating service fulfillment processes.
