Abstract

This study aims to develop an integration model of Total Quality Management (TQM) and Building Information Modelling (BIM) based on Lean Management and Industry 4.0 Technology to improve construction project quality managementin the development project of Indonesia’s New Capital City (IKN). The research was conducted through the identification of TQM principles, BIM dimensions, Industry 4.0 Technology, Last Planner System (LPS) elements, and construction project quality aspects consisting of defect reduction, rework minimization, waste register, and performance quality. The research method employed qualitative and quantitative descriptive approaches through literature review, project observation, integration matrix development, questionnaire distribution to 12 expert respondents, Content Validity Ratio (CVR) analysis, and Focus Group Discussion (FGD). The results indicate that the integration of TQM–BIM has a positive impact on construction project quality management. The most dominant integrations were BIM 4D with Percent Plan Complete (PPC Evaluation), BIM Workflow with Pull Planning, and data-based decision making through BIM 5D and constraint management. The proposed integration model supports collaborative planning, real-time project monitoring, and continuous improvement in construction project quality management. Furthermore, the implementation of the model provides significant opportunities to support digital construction in the IKN project, although several challenges remain regarding digital quality system integration, human resource readiness, and stakeholder coordination.
