Abstract
Sebagai salah satu kota metropolitan terbesar di Indonesia, Surabaya terus berupaya mewujudkan sistem transportasi darat yang efisien, terintegrasi, dan berkelanjutan melalui penerapan konsep Transit Oriented Development (TOD). Namun, implementasi TOD pada Tempat Perhentian Kendaraan Penumpang Umum (TPKPU) masih menghadapi berbagai tantangan, seperti fasilitas yang belum memadai, rendahnya kenyamanan pengguna, serta integrasi antarmoda yang belum optimal. Penelitian ini bertujuan untuk menganalisis kondisi infrastruktur TPKPU transportasi darat di Kota Surabaya, optimalisasi TPKPU berbasis prinsip TOD, serta faktor pendukung dan penghambat penerapan prinsip TOD. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus dan pengumpulan data melalui wawancara, observasi, studi dokumentasi, dan studi literatur. Informan penelitian yang telah dipilih dengan menggunakan teknik purposive sampling terdiri dari Dinas Perhubungan Kota Surabaya, UPTD Pengelola Transportasi Umum, pengguna Suroboyo Bus, Trans Semanggi, Feeder Wira-Wiri, serta komunitas Forum Diskusi Transportasi Surabaya (FDTS). Analisis penelitian menggunakan prinsip TOD meliputi walk, cycle, connect, transit, densify, compact, shift, dan mix. Data yang telah diperoleh diuji keabsahannya menggunakan triangulasi sumber dan dianalisis menggunakan 3 tahapan yang meliputi reduksi data, penyajian data, serta penarikan verifikasi dan kesimpulan. Hasil penelitian menunjukkan bahwa kondisi infrastruktur TPKPU di Kota Surabaya belum memenuhi standar teknis TPKPU yang ditetapkan karena sebagian besar halte hanya berupa papan penanda tanpa fasilitas memadai. Analisis delapan indikator TOD menunjukkan kawasan halte stasiun telah mengarah pada pengembangan berbasis transit khususnya pada aspek connect, transit, densify, compact, shift, dan mix, namun belum optimal terutama pada aspek cycle dan walk dikarenakan kurangnya ketersedian fasilitas pedestrian dan jalur pesepeda. Penerapan prinsip TOD didukung oleh keberadaan jaringan transportasi umum aktif dan kontribusi komunitas FDTS, namun terhambat oleh keterbatasan anggaran, dominasi kendaraan pribadi, dan jangkauan rute yang belum merata. Penelitian ini merekomendasikan peningkatan integrasi transportasi, perbaikan fasilitas pedestrian dan pesepeda, serta penguatan koordinasi antarinstansi guna mendukung sistem transportasi kota yang lebih ramah dan berkelanjutan.

As one of the largest metropolitan cities in Indonesia, Surabaya continues to strive to realize an efficient, integrated, and sustainable land transportation system through the application of the Transit Oriented Development (TOD) concept. However, the implementation of TOD at Public Passenger Vehicle Stops (TPKPU) still faces various challenges, such as inadequate facilities, low user comfort, and intermodal integration that is not optimal. This study aims to analyze the condition of land transportation TPKPU infrastructure in the city of Surabaya, optimization of TPKPU based on TOD principles, as well as supporting and inhibiting factors for the implementation of TOD principles. This study uses a qualitative method with a case study approach and data collection through interviews, observations, documentation studies, and literature studies. The research informants who have been selected using the purposive sampling technique consist of the Surabaya City Transportation Office, the Public Transportation Management UPTD, users of Suroboyo Bus, Trans Semanggi, Wira-Wiri Feeder, and the Surabaya Transportation Discussion Forum (FDTS) community. The research analysis using the TOD principle includes walk, cycle, connect, transit, densify, compact, shift, and mix. The data that has been obtained is analyzed using the source tigulation technique. The results of the study show that the condition of the TPKPU infrastructure in the city of Surabaya has not met the set TPKPU technical standards because most of the bus stops are only in the form of signboards without adequate facilities. The analysis of eight TOD indicators shows that the station stop area has led to transit-based development, especially in the connect, transit, densify, compact, shift, and mix aspects, but it is not optimal, especially in the cycle and walk aspects due to the lack of availability of pedestrian facilities and bicycle lanes. The application of the TOD principle is supported by the existence of an active public transportation network and the contribution of the FDTS community, but it is hampered by budget limitations, dominance of private vehicles, and uneven route coverage. This study recommends increasing transportation integration, improving pedestrian and bicycle facilities, and strengthening inter-agency coordination to support a more friendly and sustainable urban transportation system.
