Abstract
Dana Desa merupakan salah satu instrumen fiskal di tingkat lokal yang ditetapkan oleh pemerintah pusat untuk membiayai pembangunan di desa. Penggunaan dana desa berdasarkan UU Desa mencakup beberapa bidang pembangunan diantaranya bidang penyelenggaraan pemerintahan, pelaksanaan pembangunan, pembinaan kemasyarakatan, pemberdayaan masyarakat, dan penanggulangan bencana. Namun, secara implementatif belum diketahui secara pasti apakah realisasi anggaran dana desa telah sesuai dengan Rencana Kerja Anggaran di setiap bidangnya, terutama pada bidang pemberdayaan masyarakat. Penelitian ini bertujuan untuk mengetahui bagaimana implementasi dari penggunaan dana desa pada program pemberdayaan di Desa Melung yang masih masuk kategori desa berkembang dan menganalisis dampak pelaksanaannya terhadap keberdayaan masyarakat Desa Melung. Metode penelitian ini menggunakan kualitatif deskriptif dengan pendekatan studi kasus dan difokuskan pada dana desa tahun anggaran 2024-2025. Data diperoleh melalui wawancara dengan informan yang telah ditentukan dengan teknik purposive sampling meliputi Perangkat Desa Melung, Ketua BUMDes Melung, Ketua BPD, masyarakat penerima manfaat pelatihan dan masyarakat setempat. Selain dari wawancara, perolehan data dilengkapi melalui observasi dan studi dokumentasi. Analisis data dilakukan dengan model interaktif dari Miles and Huberman melalui kondensasi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa implementasi penggunaan Dana Desa pada program pemberdayaan masyarakat di Desa Melung paling optimal didukung oleh aspek struktur birokrasi melalui koordinasi yang jelas antara pemerintah desa, lembaga desa, dan masyarakat. Selanjutnya, aspek disposisi tercermin dari komitmen dan integritas aparat desa dalam melaksanakan program, diikuti aspek komunikasi melalui proses sosialisasi dan penyampaian informasi yang relatif jelas kepada masyarakat. Sementara itu, aspek sumber daya menjadi aspek yang paling belum optimal meskipun didukung oleh ketersediaan sarana dan prasarana serta kecukupan dana, karena masih terdapat keterbatasan sumber daya manusia dalam pelaksanaan program. Keterkaitan antar aspek implementasi kebijakan tersebut turut mendorong keberdayaan masyarakat terlihat dari mulai meluasnya pemberian wewenang dan partisipasi masyarakat, meningkatnya rasa percaya diri dan keterampilan dari hasil pelatihan, tumbuhnya kepercayaan terhadap pemerintah desa, terbukanya kesempatan untuk terlibat dalam kegiatan pemberdayaan, serta adanya dukungan yang mendorong kemandirian masyarakat, meskipun capaian tersebut belum sepenuhnya merata pada seluruh lapisan masyarakat.

Village Funds are a local fiscal instrument established by the central government to finance village development. The use of village funds, based on the Village Law, covers several development areas, including governance, development implementation, community development, community empowerment, and disaster management. However, in terms of implementation, it is not yet known for certain whether the realization of the village fund budget has been in accordance with the Work Budget Plan in each area, especially in the area of community empowerment. This study aims to determine how the implementation of the use of village funds in empowerment programs in Melung Village, which is still categorized as a developing village, and to analyze the impact of its implementation on the empowerment of the Melung Village community. This research method uses a descriptive qualitative with a case study approach and focuses on village funds for the 2024-2025 fiscal year. Data were obtained through interviews with informants determined by purposive sampling techniques, including Melung Village Officials, the Chairperson of the Melung Village-Owned Enterprise (BUMDes), the Chairperson of the BPD, training beneficiaries, and the local community. In addition to interviews, data acquisition was supplemented through observation and documentation studies. Data analysis was carried out using the interactive model of Miles and Huberman through data condensation, data presentation, and conclusion drawing. The results of the study indicate that the implementation of the use of Village Funds in the community empowerment program in Melung Village is most optimally supported by the bureaucratic structure aspect through clear coordination between the village government, village institutions, and the community. Furthermore, the disposition aspect is reflected in the commitment and integrity of village officials in implementing the program, followed by the communication aspect through the process of socialization and the delivery of relatively clear information to the community. Meanwhile, the resource aspect is the most suboptimal aspect despite being supported by the availability of facilities and infrastructure and sufficient funds, due to the still limited human resources in program implementation. The interrelationship between these policy implementation aspects also encourages community empowerment as seen from the expansion of the granting of authority and community participation, increased self-confidence and skills from training results, growing trust in the village government, the opening of opportunities to participate in empowerment activities, and the existence of support that encourages community independence, although these achievements are not fully evenly distributed across all levels of society.
