Abstract
Dalam rangka mendukung transisi energi menuju Net Zero Emission (NZE), diperlukan pengembangan pembangkit berbasis Energi Baru Terbarukan (EBT) secara masif. Peningkatan kapasitas pembangkit listrik tenaga surya dan angin diproyeksikan akan meningkatkan kebutuhan sistem penyimpanan energi guna mengatasi variabilitas dan intermitensi pembangkitan. Pumped Hydro Energy Storage (PHES) merupakan salah satu teknologi penyimpanan energi yang memiliki kapasitas besar, umur operasi panjang, serta biaya penyimpanan yang relatif rendah. Namun demikian, pengembangan PHES di Indonesia masih terbatas pada beberapa proyek yang tercantum dalam RUPTL 2025–2034, sementara potensi lokasi baru belum banyak dikaji secara komprehensif. Penelitian ini bertujuan untuk mengidentifikasi dan memprioritaskan lokasi potensial pengembangan PHES di Pulau Sumatera menggunakan pendekatan Multi-Criteria Decision Making (MCDM) melalui kombinasi metode Analytic Hierarchy Process (AHP) dan Technique for Order Preference by Similarity to Ideal Solution (TOPSIS). Penelitian memanfaatkan data RE100 Australian National University (ANU) berbasis global atlas, yang kemudian diproses melalui tahapan identifikasi lokasi, seleksi potensi, spatial screening menggunakan peta tematik pada Google Earth Pro, pembobotan kriteria dengan AHP, pemeringkatan alternatif menggunakan TOPSIS, validasi spasial menggunakan QGIS, serta analisis sensitivitas untuk menguji robustness hasil pemeringkatan. Hasil penelitian menunjukkan bahwa proses screening berhasil menyaring kandidat lokasi PHES potensial secara bertahap hingga diperoleh lokasi prioritas yang memenuhi kriteria teknis, spasial, dan operasional. Analisis AHP–TOPSIS menghasilkan pemeringkatan alternatif lokasi berdasarkan tingkat prioritas pengembangan, sementara analisis sensitivitas menunjukkan bahwa hasil pemeringkatan relatif stabil terhadap perubahan bobot kriteria. Hasil penelitian ini diharapkan dapat menjadi referensi awal dalam pengembangan proyek PHES di Indonesia serta memberikan masukan terhadap identifikasi potensi proyek yang dapat dipertimbangkan dalam penyusunan RUPTL pada periode selanjutnya.

In order to support the energy transition toward Net Zero Emission (NZE), the large-scale development of renewable energy-based power generation is required. The increasing capacity of solar and wind power generation is projected to significantly increase the need for energy storage systems to address the variability and intermittency of renewable energy generation. Pumped Hydro Energy Storage (PHES) is one of the energy storage technologies that offers large storage capacity, long operational lifetime, and relatively low storage costs. However, PHES development in Indonesia remains limited to several projects listed in the 2025–2034 Electricity Supply Business Plan (RUPTL), while the potential for new PHES locations has not been comprehensively assessed. This study aims to identify and prioritize potential PHES development sites on Sumatra Island using a Multi-Criteria Decision Making (MCDM) approach through the integration of the Analytic Hierarchy Process (AHP) and the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) methods. The study utilizes the RE100 Australian National University (ANU) global atlas dataset, which is further processed through several stages, including site identification, potential selection, spatial screening using thematic maps in Google Earth Pro, criteria weighting using AHP, alternative ranking using TOPSIS, spatial validation using QGIS, and sensitivity analysis to evaluate the robustness of the ranking results. The results show that the screening process successfully filtered potential PHES candidate sites in a stepwise manner, resulting in prioritized locations that satisfy technical, spatial, and operational criteria. The integrated AHP–TOPSIS analysis produced a ranking of alternative sites based on their development priority, while the sensitivity analysis demonstrated that the ranking results were relatively stable against changes in criteria weights. The findings of this study are expected to serve as an initial reference for PHES project development in Indonesia and provide input for identifying potential projects that may be considered in future RUPTL planning and revisions.
