Abstract

Sistem Jawa–Madura–Bali (JAMALI) merupakan sistem kelistrikan terbesar di Indonesia yang sebagian besar ditopang oleh PLTU batubara, sehingga pengelolaan pasokannya menentukan keandalan pembangkitan dan efisiensi biaya penyediaan listrik. Kompleksitas pengadaan meningkat karena jaringan pasok bersifat many-to-many antara 62 pemasok (l) dan 13 PLTU (j), melibatkan tiga moda transportasi (m: tongkang, vessel, dan truk) serta horizon multi-periode selama 60 bulan (t) pada 2026–2030, dan menuntut mekanisme blending lima parameter kualitas, yaitu kalori, total moisture, total sulfur, ash content, dan Hardgrove Grindability Index (HGI), agar sesuai spesifikasi operasi boiler. Penelitian ini memformulasikan model optimasi pengadaan dan alokasi pasokan batubara menggunakan pendekatan Multi-period Transportation Problem, yang menghasilkan 239 kombinasi feasible pemasok–PLTU–moda sebagai ruang keputusan. Model dirancang untuk meminimalkan total biaya pengadaan, transportasi, dan stockpile, dengan mempertimbangkan kendala keseimbangan inventori, minimum stock berbasis HOP, kapasitas stockpile, kapasitas pemasok tahunan, batas kontribusi pemasok maksimum 35% dari kebutuhan bulanan PLTU, serta kelima parameter kualitas blending tersebut. Model divalidasi menggunakan data historis tahun 2025 dan diselesaikan menggunakan LINGO 22 Extended hingga status global optimal solution, dengan seluruh kendala terpenuhi. Analisis sensitivitas dengan simulasi Monte Carlo berbasis distribusi data realisasi 2021–2025 menunjukkan kebutuhan batubara PLTU (D) sebagai parameter paling berpengaruh dengan rentang dampak 82,69% terhadap baseline, diikuti biaya pengadaan (CPROC) sebesar 40,65%, sedangkan kapasitas pemasok (CAP) relatif robust dengan dampak hanya 2,74%. Model diharapkan menjadi alat bantu pengambilan keputusan yang transparan untuk memperkuat ketahanan pasokan batubara PLTU JAMALI selama 2026–2030.

The Java-Madura-Bali (JAMALI) system is Indonesia's largest electricity system, predominantly supported by coal-fired power plants (PLTU), making coal supply management critical to generation reliability and cost-efficient electricity provision. Procurement complexity arises from a many-to-many supply network involving 62 suppliers (l) and 13 PLTU (j), three transportation modes (m: barge, vessel, and truck), a multi-period horizon of 60 months (t) over 2026–2030, and a blending mechanism for five coal quality parameters, namely calorific value, total moisture, total sulfur, ash content, and Hardgrove Grindability Index (HGI), to meet boiler operating specifications. This research formulates a coal procurement and allocation optimization model using a Multi-period Transportation Problem approach, yielding 239 feasible supplier–PLTU–mode combinations as the decision space. The model minimizes total procurement, transportation, and stockpile costs, subject to inventory balance, HOP-based minimum stock, stockpile capacity, annual supplier capacity, a maximum supplier contribution of 35% of monthly PLTU demand, and the five blending parameters. The model is validated using 2025 historical data and solved with LINGO 22 Extended, reaching a global optimal solution with all constraints satisfied. Sensitivity analysis via Monte Carlo simulation, based on 2021–2025 historical distributions, shows PLTU coal demand (D) as the most influential parameter, with an 82.69% impact range relative to baseline, followed by procurement cost (CPROC) at 40.65%, while supplier capacity (CAP) is relatively robust at only 2.74%. The model is expected to serve as a transparent decision-support tool to strengthen coal supply resilience for PLTU JAMALI throughout 2026–2030.
